GLENN TURNER PURCHASED APPROX. 2300 ACRES IN 40’/50’S •TOWN OF WESTLAKE WAS FOUNDED BY TURNER AND FRIENDS •PURCHASED BY NELSON HUNT SOLD TO H.ROSS PEROT JR./HILLWOOD IN 1993 3/20/2013 15 TERRA BELLA SITE •(PHOTOGRAPH OF SITE WILL BE INSERTED AFTER LOCATION IS CONFIRMED, NOW BEING RESEARCHED) •ED NOACK FAMILY OF SIX BOUGHT THE SITE IN 1965 AND BUILT A 1000 SF FRAME HOME. •IN 1995, THE NOACKS REQUESTED WESTLAKE TO ANNEX THE LAND •BECAME TERRA BELLA ESTATES IN 2007 3/20/2013 16 INTIAL FINDINGS •TEXAS HISTORICAL COMMISSION HISTORICAL MARKER APPLICATION PROCESS REQUIRES EXHAUSTIVE RESEARCH AND DOCUMENTATION OF A HISTORICALLY SIGNIFICANT HOUSE, BUILDING OR SITE. •APPLICATION REVIEW IS OFTEN CONDUCTED MORE THAN A YEAR AFTER SUBMITTAL, AND ONLY AFTER A REVIEW BY THE TARRANT COUNTY HISTORICAL COMMISSION, HENCE A VERY COMPLICATED AND TIME CONSUMING PROCESS. 3/20/2013 17 PROPOSED SOLUTION •TOWN OF WESTLAKE HAS THE AUTHORITY TO ESTABLISH ITS OWN HISTORICAL MARKER PROGRAM. •SINCE THE ESTABLISHED MISSION OF WHPS IS TO FOSTER AND PROMOTE CIVIC AND HISTORICAL PRIDE WITHIN THE WESTLAKE COMMUNITY, IT IS RECOMMNEDED THAT THE TOWN COUNCIL AUTHORIZE THE WHPS TO ESTABLISH A HISTORICAL MARKER PROGRAM FOR THE TOWN OF WESTLAKE. 3/20/2013 18 HISTORICAL MARKER DESIGN •SOUTHWELL FOUNDRY LOCATED IN SAN ANTONIO, TX MANUFACTURES HISTORICAL MARKERS FOR MANY STATES, COUNTIES AND TOWNS INCLUDING THE STATE OF TEXAS. •TWO TYPICAL MARKER DESIGNS ARE SHOWN ON THE NEXT SLIDE. A MARKER AND POST SUPPORT CAN BE DELIVERED WITHIN TWO MONTHS AT A COST OF APPROXIMATELY $1500 TO $2000. 3/20/2013 19 MARKER DESIGNS 3/20/2013 20 NEXT STEPS •COMPLETE SITE RESEARCH AND DOCUMENTATION •OBTAIN AGREEMENT FROM OWNER •PLAN AND PREPARE COST ESTIMATE FOR SITE PARKING SPACE. •SUBMIT PROJECT COST ESTIMATE FOR TOWN COUNCIL APPROVAL. • OBTAIN FORMAL PROPOSALS FOR SITE WORK AND MAKER SUPPLY. 3/20/2013 21 NEXT STEPS (CONTINUED) •SUBMIT FORMAL PROPOSAL TO TOWN COUNCIL FOR APPROVAL. •AWARD SITE WORKS AND PLACE ORDER FOR THE MARKER. •CONDUCT SITE WORKS AND INSTALL HISTORICAL MARKER. •SCHEDULE HISTORICAL MARKER DEDICATION DAY. 3/20/2013 22 NEXT STEPS (CONTINUED) •PREPARE HISTORICAL MARKER DEDICATION DAY PROGRAM (SEE HANDOUT). •PLAN AND PUBLICIZE DEDICATION DAY CEREMONY. •CONDUCT DEDICATION DAY CEREMONY. 3/20/2013 23 DEDICATION DAY PROGRAM •THE STATE OF TEXAS HAS POSTED A TYPICAL HISTORICAL MARKER DAY CEREMONY PROGRAM FORMAT AND A TYPICAL NEWS RELEASE FORMAT ON THEIR WEBSITE FOR REFERENCE PURPOSES. •IT IS PROPOSED THAT THE FIRST HISTORICAL MARKER DEDICATION DAY BE SCHEDULED FOR THE FALL OF 2011. 3/20/2013 24 DEDICATION DAY (CONT.) •THE FIRST ANNUAL WESTLAKE HISTORICAL MARKER DEDICATION DAY WILL COMMEMORATE THE BUCK KING HOMESTEAD CHIMNEY. •THE PARKING SPACE SITE WORK IS SCHEDULED TO BE COMPLETED THIS SUMMER WITH THE ASPEN LANE RECONSTRUCTION PROJECT AND THE MARKER CAN BE ORDERED IN THE SAME TIME FRAME.
