DISCUSSION AND CONSIDERATION OF AN AMENDMENT TO TH E PLANNED DEVELOPMENT SITE PLAN FOR PROPERTY LOCATED IN THE PD 3-12 ZONING DISTRICT OWNED BY DCLI INC., BEING BLOCK 1, LOT 1 OF THE DELOITTE UNIVERSITY CONFERENCE CENTER, GENERALLY LOCATED AT ONE DELOITTE WAY TO ADD OUTDOOR LIGHTING. 4. P&Z Minutes 02/13/12 Page 1 of 2 MINUTES OF THE TOWN OF WESTLAKE, TEXAS PLANNING AND ZONING COMMISSION MEETING February 13, 2012 PRESENT: Commissioners Walter Copeland, Allen Heath, Michael Barrett and Wayne Stoltenberg. ABSENT: Chairman Bill Greenwood OTHERS PRESENT: Planning and Development Director Eddie Edwards, Town Secretary Kelly Edwards, and Senior Administrative Assistant Trish Landers. 1. CALL TO ORDER Commissioner Stoltenberg called the meeting to order at 6:04 p.m. 2. REVIEW AND APPROVE MINUTES OF THE PLANNING AND ZONING COMMISSION MEETING HELD ON OCTOBER 17, 2011. MOTION: Commissioner Barrett made a motion to approve the minutes. Commissioner Heath seconded the motion. The motion carried by a vote of 4-0. 3. PUBLIC HEARING AND CONSIDERATION OF AN AMENDMENT TO CODE OF ORDINANCES SECTIONS 102-65, 102-124, AND 102-314 REGARDING REGULATIONS APPLICABLE TO THE GU OR GOVERNMENT USE ZONING DISTRICT. Planning and Development Director Edwards provided an overview of the proposed amendment. P&Z Minutes 02/13/12 Page 2 of 2 Commissioner Stoltenberg opened the public hearing. No one addressed the commission. Commissioner Stoltenberg closed the public hearing. MOTION: Commissioner Copeland made a motion to recommend approval of an amendment to Code of Ordinances Sections 102-65, 102-124, and 102- 314 Regarding Regulations applicable to the GU or Government Use Zoning District with a correction to Section 102-3114 (c) (3) changing Board of Alderman to Town Council. Commissioner Barrett seconded the motion. The motion carried by a vote of 3-1. Commissioner Heath opposed. 4. ADJOURNMENT There being no further business to come before the Commissioner Stoltenberg, asked for a motion to adjourn. MOTION: Commissioner Copeland made a motion to adjourn the meeting. Commissioner Heath seconded the motion. The motion carried by a vote of 4-0. This being a Minor PD Site Plan amendment, if the Planning and Zoning Commission recommends approval, the amendment will be approved without going before the Town Council. Should the commission recommend denial, the applicant may appeal the decision to the Town Council. Temporary installation of some of the proposed light fixtures will be completed the Thursday before the Planning and Zoning Commision meeting to afford staff, commissioners, and council members the opportunity to see first hand how much the lighting could impact adjacent properties and better determine how certain mitigation efforts, such as the p lanting of trees or adding shielding to the light fixtures, might play a roll in the approval process.
