WHEREAS, Southwestern Bell Telephone has presented to the Board
of Aldermen of the Town of Westlake the company's "Texas Firsts'
proposal; and
WHEREAS, the Board of Aldermen supports the "Texas First"
proposal provided certain conditions are met; NOW THEREFORE,
BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE TOWN OF
WESTLAKE, TEXAS:
That the Town of Westlake supports Southwestern Bell
Telephone's "Texas First" proposal provided that:
1. Texas customers will not see an increase in their
basic local service rates for five years.
2. That four -party service will be eliminated over a
five-year period.
3. That optional calling scopes around some metropolitan
areas, and specifically the Dallas -Fort Worth area, will be
expanded.
4. That Southwestern Bell will be allowed to earn a
return on its Texas investment within a range of 11 to 13
percent, and that 50% of any profit in excess of 13 percent
will be returned to the telephone subscribers.
