TOWN OF WESTLAKE, TEXAS
A RESOLUTION EXPRESSING SUPPORT
FOR EARLY CONSTRUCTION OF
STATE HIGHWAY 114 IMPROVEMENTS AND THE ROANOKE
NORTHERN BY-PASS ALTERNATIVE
WHEREAS, the Town of Westlake has recognized the need to
upgrade SH 114 to alleviate traffic congestion and provide
for future mobility; and
WHEREAS, the area along SH 114 from Loop 382 to IH -35W has
experienced rapid growth in population and employment over
the past five years and is projected to continue this growth;
and
WHEREAS, traffic on SH 114 has grown proportionally and will
continue to increase; and
WHEREAS, the upgrading and construction of SH 114 to a con-
trolled access freeway was authorized by the State Depart-
ment of Highways and Public Transportation Commission in
Minute Order 86418 dated October 28, 1987; and
WHEREAS, the upgrading of SH 114 would provide needed relief,
improve traffic safety, and stimulate the area's development
by opening new opportunities for economic development and
job creation;
NOW THEREFORE BE IT RESOLVED: That the Town of Westlake
supports the upgrading of SH 114 to a controlled access
facility;
BE IT FURTHER RESOLVED: That the Town of Westlake has reviewed
alternate proposals for SH 114 in the vicinity of Roanoke and,
supports the northern by-pass alternative "B" (the church
route), understanding that the "southern by-pass" alternative
is not acceptable from an economical or operational standpoint;
BE IT FURTHER RESOLVED: That the Town of Westlake urges the
State Department of Highways and Public Transportation to
construct the improvements to SH 114, including the northern
Roanoke by-pass, alternative "B" (the church route), in the
most time efficient and cost effective manner.
PASSED AND APPROVED THIS 7th day of November, 1988.
