RESOLUTION 96-17
A RESOLUTION OF THE BOARD OF ALDERMEN OF THE TOWN OF
WESTLAKE, TEXAS, IN SUPPORT OF RESTRICTING THE USE OF
DEDICATED TRANSPORTATION FUNDS FOR TRANSPORTATION
PURPOSES AND IN SUPPORT OF H.R. 842, TRUTH IN TRANSPORTATION
BUDGETING ACT.
WHEREAS, one of the greatest challenges facing all levels of government —
local, state and federal — today and well into the next century is the continued cost of
providing a safe and efficient highway transportation system; and
WHEREAS, the federal transportation program is comprised of revenue sources
which finance a dedicated trust fund for use for transportation purposes which cannot be
used for other purposes, and
WHEREAS, due to growing debt, both at the state and federal level,
transportation funds have been used to help offset federal debt and state criminal justice
costs; and
WHEREAS, the long-term benefit from current capital investment for
transportation extends well beyond twenty years and is more cost efficient at today's
transportation infrastructure construction costs; and
WHEREAS, the future economic growth of Texas must be supported by
adequately maintained transportation infrastructure systems.
NOW, THEREFORE, BE IT RESOLVED that the Board of Aldermen of the
Town of Westlake, Texas, does hereby support restricting the use of dedicated
transportation funds for transportation purposes and further supports the passage of U.S.
Congress H.R. 842 Truth in Transportation Budgeting Act.
