RESOLUTION 96-16
A RESOLUTION OF THE BOARD OF ALDERMEN OF THE TOWN OF
WESTLAKE, TEXAS, IN SUPPORT OF REAUTHORIZATION OF THE
INTERMODAL SURFACE TRANSPORTATION EFFICIENCY ACT OF 1991.
WHEREAS, the Intermodal Surface Transportation Efficiency Act of 1991
(ISTEA) was enacted by the Congress of the United States of America in order to
consolidate transportation planning, improve transportation activity efficiency and to
further incorporate air quality and environmental concerns into comprehensive
transportation programs;
WHEREAS, ISTEA granted designated Metropolitan Planning Organizations
(MPOs) with greater decision-making authority in regional planning activities enhancing
region -wide cooperation in the planning and implementation of transportation projects;
WHEREAS, ISTEA created the Congestion Mitigation and Air Quality
Improvement (CMAQ) program which funds activities designed to alleviate problems
faced by the people of Tarrant County;
WHEREAS, ISTEA established the framework for designating the National
Highway System, created a spirit of intermodalism in transportation, allows flexible
funding mechanisms, solidified the partnership between local governments, the Texas
Department of Transportation, transportation authorities and MPOs and increased public
involvement in transportation planning;
NOW, THEREFORE, BE IT RESOLVED that the Board of Aldermen of the
Town of Westlake, Texas does hereby support the reauthorization of the Intermodal
Surface Transportation Efficiency Act of 1991 in order to continue effective,
comprehensive surface transportation planning.
PASSED AND APPROVED by the Board of Aldermen of the Town of Westlake
this 14' day of October, 1996.
