RESOLtL;TION NO. 96-3
A RESOLUTION OF THE BOARD OF ALDERMEN OF THE TOWN OF
WESTLAKE, TEXAS, APPROVING VARIANCES TO THE COMPREHENSIVE
ZONING ORDINANCE FOR OAKWOOD NATIONAL BANK; AND
DECLARING AN EFFECTIVE DATE.
WHEREAS, Oakwood National Bank has requested that the Town of Westlake
consider variances to its Comprehensive Zoning Ordinance for minimum lot size and the
landscaping buffer zone at the northwest corner of S.H. 170 and Roanoke Road in
Westlake; and
WHEREAS, the Board of Aldermen has conducted a joint public hearing with
the Planning and Zoning Commission and has received a recommendation concerning the
variances from the Planning and Zoning Commission.
NOW, THEREFORE, BE IT RESOLVED by the Board of Aldermen of the
Town of Westlake, Texas:
SECTION 1: That variances are granted to Oakwood National Bank for its
property at the northwest corner of S.H. 170 and Roanoke Road, Westlake, Texas as
follows:
a. The minimum lot size shall be reduced to 168,500 square feet.
b. The average landscape setback from S.I. 170 shall be reduced to 95 feet.
SECTION 2: That the granting of the variances in Section 1 is conditioned on
Oakwood National Bank fulfilling these requirements:
a. The 95 foot landscape setback must be continued along Roanoke Road.
b. Landscaping of all parking areas must meet the same standard as required for
visitor parking which is in the current landscape requirements, and one tree per
parking space must be planted within the parking area (or within ten (10) feet of
the parking area) in place of the requirement of one tree per landscaped island
within the parking area.
c. If the Town's landscape ordinances are revised prior to the application for a
building permit by Oakwood National Bank, Oakwood National Bank must
comply with the new standards for landscaping in the parking lots.

d. The final site plan must substantially conform with the layout of the site plan
submitted with the application for variances.
SECTION 3: That this resolution shall become effective upon its passage and
approval.
PASSED AND APPROVED by the Board of Aldermen of the Town of Westlake
this 8"' day of April, 1996.

Variance Request
Dear Dennis:
The Oakwood National Bank has hired our firm to assist them with the design process of a new
bank facility in Westlake, Texas. When we first became involved the Bank asked us to look at
the site they are considering purchasing to determine the adequacy of the location at the north
west corner of State Highway 170 and Roanoke Road for the facility they had in mind. We
notified the Bank that with the current building and landscape setbacks in place there would
not be adequate space for their building and associated parking without either expanding the
lot size, requesting a variance to the ordinances, or some combination of the two. The Bank has
directed us to develop a site plan that would require some additional property but at the same
time reduce the landscape setback from State Highway 170 by variance request. The resultant
site plan SC -5 dated 3-29-96 is attached identifying the proposed configuration. The
implimentation of this site plan would require variances as follows:
1. A reduction of the minimum lot size from the 200,000 square feet required in this
office/ light industrial zoning to 168,500 square feet.
2. A reduction of the average 150 foot landscape setback from State Highway 170 to
an average 97 foot.
The proposed reduced landscape setback would result in a landscaped area adjacent to State
Highway 170 of 39,000 square feet which is approximately 20,000 square feet less than a 150
foot setback. Adjacent to Roanoke Road is another 15,000 square feet of area that the Bank is
willing to landscape as an offsetting amenity. The total landscaped area would be only 5,000
square feet less than would be provided in a 150 foot setback.
The Bank had expressed their willingness to cover any fees or costs incurred by the City of
Westlake in considering this variance request. Please let me know what we might anticipate in
the way of expenses as soon as you are able.
We certainly appreciate your assistance with this process and look forward to presenting this to
both the Planning and Zoning Commission and City Council on April 8, 1996.
