A RES4LUTION OF THE BOARD OF ALDERMEN QF TH� TOWN QF
WESTLAKE, TEXAS, APPROVING THE CONCEPT FLANfSIT`E PLAN F�R
PD 3-7, TRACT 7-2,LOT 1.
NOW, THEI�EFORE, BE IT RESOLVED �Y THE�UARD OF ALDERMEN
OF THE TOWN OF WESTLAKE, TEXA5:
SECTION 1: That the Concept PIan/Site Plan for PD 3-7, Tract 7-2, Lat 1 is
approved suUject to the foliowir�g conditions.
1: Outdoor lighting pian for parking lats, dri�ew�ys, and pathways has been provided.
This plan addres�es height of poles, foot-candle rneasurements at ground level, and
wattage af lamp {250W).
2: As part of the site pian,the applicant shauld also indicate the type of light pale and
provide an indicatian of degree af c�t-off.
3: Signs have nat been pravided on the sit�plan. All signs f�r this site axe subject to
future�'eview and appraval prior to issuing c�f any sign pernut.
4: Street"F" raadway (36') is�ot consistent with roadway cross-section rec�uirements per
the Circie T PD Qrdinance (4-lane divided r�adway} or the 6-lane roadway requirement
identified by the Town at the Zonir�g approval.
5: A temporary roadway section, consistent with previous applied temporary roadway
standards on FD3-1 (2-lane with left turn lanes) may be imple�nented as an interim
improvement to construct 1/2 af the ultimate raadway�lus n�cessary turn-lan�s.
6: While the Town standards for Collector status streets allow for median openings a
minimum of 3U0',the chan�e in density of the area dictafe a median spacing consistent
with arterial streets {SUO' minimum). The praposed development plan would allow for
median breaks at the two northern drives but restrict access to the southern most drive
(right in/right out anly). The effects of these op�nings may not be conducive to median
openings on Tract 7-3 (one full median opening and other controlleti ingress/egress
aceess points} or the lots north of the praposed dev�lopment.
7: Sta,ff will review ultimate median cut needs in conj�znction vvith t.�e master
Thoroughfare Plan update and reserves the ability to require changes.
8: Article II, Section 4(E) 4 calls for deceleratian lanes if ingress volu�nes exceed 50
vehicles in the design haur. Trip generation (ITE Code 715} for the marning peak
indicates an inbaund volume of 211 vehicles {about 70 per drive}. Under current.
roadway conditions, low volumes do not dictate the need for suc�i mifiigation measure.
9: The Town will require (at t�e developer expense} dedication of deceler�tion lanes at
median apenings and as necessary at minor accesses Iacations (right in/right out}.
10: Roadway crc�ss-sections (temparary and ultimate)(TBD) should be depicted an the
si#e plan.
11: �idewalks are not depicted on the plan. If a trail system integrating all sites within
PD3-7 is intended in lieu of sidewalks, a detailed plan must be provided to adequately
addr�ss pedestrian integration.
12: The plans shall be prepared by a registered engineer, architect, or landscape architect
an�.be�r his/her seal, �ignature and date.
13: Show locatians and dimensions of all vn site pavement and curbing.
14: Scr�en north side parking lot from the public road.
15: Regarding Acceptable Landscape Materials,the applicant should provide greater
species diversxty within the open space screen and parking lat shrubs. Reference Westlake
acceptable materials.
16: Add a pedestrian walkway along the south side of the parking structure.
17: Staff recommends that the�rail depicted in the open space plan r�xn along the
soutl�ern portion af the develop�nent and�hen continues north on the w�st portian af the
development and tie back into Roanoke Road. This negates the need for a sidewalk on
the west side of the roadway and provides a more scenic pede�trian conveyance
opportunity. The applicant wili have to �llustrate the sidewalk hor�ever and request a
variance from the Board of Aldermen. The apen space will reflect the land included on
the floodway on the Towns FEMA map, This area will be open space and be maintained
by the Town.
18: A Traffic Irnpact Analysis shall be completed before the final plat.
19: The �nal plat shall be in c�mpliance witla the Ivlaster Tharaughfare Plan.
