BY AND BETWEEN THE TOWN OF WESTLAKE, TEXAS AND
THE CITY OF SOUTHLAKE, TEXAS
WHEREAS, the Town of Westlake, Texas and the City of South- Alw/wo
lake, Texas exercise overlapping extra -territorial jurisdiction
over certain areas of land which are owned by International Busi- Cl
ness Machines Corporation ("IBM"); and
WHEREAS, IBM has requested the Town of Westlake, Texas,
and the City of Southlake, Texas, to enter into a Mutual Boundary
Agreement whereby the two (2) cities would agree to recognize
their municipal boundaries consistent with certain annexation
petitions which have been filed by IBM with the Town of Westlake,
Texas, and the City of Southlake, Texas; and
WHEREAS, both the Town of Westlake, Texai and he I ity
of Southlake, Texas have agreed to recognize
between their respective municipalities consistent with the annex-
ation requests of IBM; and
WHEREAS, the Town of Westlake, Texas, finds ha

Town of Westlake, Texas, and the City of Southlake, Texas is
in the best interest of the present and future residents of the
Town of Westlake, Texas;
NOW, THEREFORE, IT IS RESOLVED BY THE BOARD OF ALDERMAN
OF THE TOWN OF WESTLAKE, TEXAS:

resolution are hereby adopted and declared to be true and correct.

ized and directed to sign the Mutual Boundary Agreement which
is attached as the act of the Town of Westlake, Texas.

MUTUAL BOUNDARY AGREEMENT
BY AND BETWEEN THE TOWN OF WESTLAKE, TEXAS, ANT
THE CITY OF SOUTHLAKE, TEXAS
1. International Business Machines Corporation ("IBM")
has asked the Town of Westlake and the City Of Southlake to permit
the property owned by IBM which lies within the counties of
Tarrant and Denton, Texas, to be annexed into their respective
cities and to agree upon the boundaries between their respectives
cities only as same affects the property described herein.
2. The Town of Westlake and the City Of Southlake have
agreed and do hereby agree to permit the annexation into their
cities of the properties described in this Agreement and to
recognize a mutual boundary between the Town of Westlake, Texas,
and the City Of Southlake, Texas as same will exist after the
annexation described herein.
3. Furthermore, the Town of Westlake and the City of South -
lake have taken all necessary action to authorize entry into
this Mutual Boundary Agreement and the parties executing same
on behalf of their respective municipal corporations are author-
ized to do so.
1. The recitals set forth above hereby incorporated herein
and the Town of Westlake, Texas, and the City of Southlake, Texas,
do hereby affirm the recitals to be true and correct.
2. The City Of Southlake, Texas, does hereby agree to
permit the property described in the attached Exhibit "A" to
be annexed into the Town of Westlake, Texas, and does hereby
renounce any extra -territorial jurisdiction which it may have
over the property described in the attached Exhibit "A".
3. The Town of Westlake, Texas, does hereby agree to permit
the property described in the attached Exhibit "B" to be annexed
into the City of Southlake, Texas, and does hereby renounce any
extra -territorial jurisdiction which it may have over the property
described in the attached Exhibit "B".
4. The mutual boundaries of the Town of Westlake, Texas
and the City of Southlake, Texas, are hereby adjusted in accord-
ance with the metes and bounds descriptions set forth in Exhibits
"A" and "B" attached hereto.

Metropolitan Complex, and within the immediate future will
experience a substantial commercial growth. There is not
presently available within the area an •4dequate waterworks
and sanitary sewer system. The health and welfare of the
present and future inhabitants of the area and of territory
adjacent thereto, require the construction, acquisition,
maintenance and operation of an adequate waterworks and
sanitary sewer system. The area will be developed as a planned
office complex with a hotel/conference facility and ancillary
retain uses within the area. A public necessity therefore
exists for the annexation of the Property into the District
in order to provide for the construction, extension,
improvement, maintenance and operation of such water works
and sanitary sewer system, so as to promote the purity and
sanitary condition of the state's waters and the public health
and welfare of the community.
