TOWN OF WESTLAKE
RESOLUTION NO. 24-28
A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF WESTLAKE, TEXAS,
AUTHORIZING AND APPROVING THE IMPLEMENTATION OF AN ENTERPRISE
RESOURCE PLANNING SOFTWARE SYSTEM; AWARDING THE CONTRACT FOR
SAME TO CASELLE; AND AUTHORIZING THE TOWN MANAGER TO EXECUTE
THE CONTRACT.
WHEREAS, the Town of Westlake utilizes financial software to manage financial
activites such as budgeting, reporting, utility billing, accounts payable and receivable, and payroll;
and
WHEREAS, the Town of Westlake’s current enterprise resource planning (ERP) software
system is approximately twenty years old and will no longer be supported by the provider in the
near future; and
WHEREAS, the Town Council finds and concludes that it is prudent and necessary to
replace the ERP software system to meet the financial administration needs of the Town; and
WHEREAS, the Town issued a request for proposals as required by purchasing laws and
solicited bids, which were received and reviewed to determine the platform most suitable for the
needs of the Town; and
WHEREAS, the proposal from Caselle is recommended by Town staff for award and
approval by the Town Council; and
WHEREAS, the Town Council finds that the passage of this Resolution is in the best
interest of the citizens of Westlake.
NOW, THEREFORE, BE IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN
OF WESTLAKE, TEXAS:
SECTION 1: That all matters stated in the Recitals hereinabove are found to be true and
correct and are incorporated herein by reference as if copied in their entirety.
SECTION 2: That the Town Council of Westlake, Texas, does hereby approve the
implementation of an Enterprise Resource Planning Software System and the proposed quote from
Caselle, as attached as Exhibit “A”.
SECTION 3: That the Town Manager, or designee, is authorized and directed to execute
the contract.

SECTION 4: If any portion of this Resolution shall, for any reason, be declared invalid
by any court of competent jurisdiction, such invalidity shall not affect the remaining provisions
hereof and the Council hereby determines that it would have adopted this Resolution without the
invalid provision.
SECTION 5: That this resolution shall become effective from and after its date of passage.
