Present Commissioners Adam Coffey, Terry Wilkinson, Tammy Reeves, Linda Bjorn, David Ricci

A. CALL TO ORDER
Commission Chair Coffey called the meeting to order at 5:00 p.m.
B. PLEDGE OF ALLEGIANCE
Commission Chair Coffey led the Pledge of Allegiance and Pledge to the Texas Flag.
C. CITIZEN COMMENTS:
Ted Christensen,1904 Gallardia Court, spoke in opposition to Item 8E.
D. STAFF/DIRECTOR REPORT AND DEVELOPMENT UPDATE
E. 24-121 Discussion regarding proposed cellular tower at 2000 West Dove Road
(Westlake Fire Station Site)
Director Ron Ruthven briefed the commission on this item.
F. PUBLIC HEARING(S)
F.1. 24-115 Conduct a public hearing and consider recommending approval of a
Preliminary Site Evaluation for the Solana Hills Addition
Director Ron Ruthven, and Jared Earney briefed the commission on this item.
Commission Chair Coffey opened the public hearing. No one addressed the
commission. Commission Chair Coffey closed the public hearing.
Commission Chair Coffey asked for a motion to approve Item F.1.
Commissioner Reeves made a motion to approve the Minutes. Commissioner
Ricci seconded the motion. Motion passed unanimously.
F.2. 24-117 Conduct a public hearing and consider recommending approval of
amendments to Ordinance 720, as amended (which includes the
development plan for the PD1-2 [Westlake Entrada] zoning district).

The Westlake Entrada development includes 109.12 acres generally located
east of Davis Blvd., south of State Highway 114, and north of Solana Blvd.
Director Ron Ruthven presented Item F.2. A representative of the applicants
presented, as well as Ray Mickens and Mike Beaty.
Commission Chair Coffey opened the public hearing. No one addressed the
commission. Commission Chair Coffey closed the public hearing.
Commission Chair Coffey asked for a motion on Item F.2. Commissioner Ricci
made a motion to approve the commercial aspects of the plan as shown with
review of the mixed use, if any, in position to be reviewed as part of the larger
proposal projected for in June. Motion amended to clarify mixed use as
residential. Commissioner Bjorn seconded the motion. Motion passed
unanimously.
G. REGULAR AGENDA ITEM(S)
G.1. 24-118 Consider approving Minutes from the March 5, 2024, Planning and Zoning
Commission meeting and April 1, 2024, Joint Town Council Planning and
Zoning Commission meeting; and take appropriate action.
Commission Chair Coffey asked for a motion to approve Minutes of March 5,
2024, Planning and Zoning Commission meeting and April 1, 2024, Joint Town
Council Planning and Zoning Commission meeting; and take appropriate action.
Commissioner Ricci made a motion to approve the Minutes and seconded by
Commissioner Bjorn. Motion approved unanimously.
H. ADJOURNMENT
Commission Chair Coffey asked for a motion to adjourn the meeting. Commissioner Reeves
made a motion to adjourn and seconded by Commissioner Ricci.
Commission Chair Coffey adjourned the meeting at 5:50 p.m.
