HomeMy WebLinkAboutResolution 23-46 Safe Haven Defense Security Film for Westlake AcademyTOWN OF WESTLAKE RESOLUTION NO. 23-46 A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF WESTLAKE, TEXAS, AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT WITH SAFE HAVEND DEFENSE TO PROVIDE FORCED -ENTRY RESISTANT WINDOW FILM TO WESTLAKE ACADEMY CAMPUS BUILDINGS. WHEREAS, the Town of Westlake owns and operates the Westlake Academy; and WHEREAS, the forced -entry resistant film satisfies the mandatory requirements for the Texas Education Agency's (TEA) School Safety Standards Formula Grant; and WHEREAS, the cost for the forced -entry resistant film will be paid from the TEA School Safety Standards Grant; and WHEREAS, the Town Council finds that the passage of this resolution is in the best interest of the citizens of Westlake. NOW, THEREFORE, BE IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN OF WESTLAKE, TEXAS: SECTION I: That, all matters stated in the Recitals hereinabove are found to be true and correct and are incorporated herein by reference as if copied in their entirety. SECTION 2: That the Town C o u n c i l of t h e T o w n o f Westlake hereby authorizes the Mayor to execute the agreement with Safe Haven Defense as shown on attached Exhibit" A". SECTION 3: If any portion of this Resolution shall, for any reason, be declared invalid by any court of competent jurisdiction, such invalidity shall not affect the remaining provisions hereof and the Council hereby determines that it would have adopted this Resolution without the invalid provision. SECTION 4: That this resolution shall become effective from and after its date of passage. PASSED AND APPROVED ON THIS 7tn DAY OF AUGUST 2023. Scope:. Furnish and install Safety Shield 1500 Security Laminate on 580 panes of glass specified by the school. Safe Haven Defense will caulk any window that laminate is installed on per manufacturer's specifications. Existing Glass Notes: Safe Haven Defense installation crews will remove any vinyl lettering prior to the installation of our security laminate. We do not replace vinyl lettering, but we will take photos of what was there prior. SHD is not responsible for any existing damage to the glass. We strive to make any damage known prior to installation of our Products. Pricing Safety Shield 1500 (15mil) Laminate: 6177/ft2 - $92,655.00 Caulking/Anchoring: 7354/LF - $16,914.20 Total Project Cost: $109,569.20 Please Initial Exclusions: Sales Tax is not included. This proposal does not include any adjustments to the windows or frames not discussed in "Scope". Any work not listed in "Scope" and not included in take- off provided. Unforeseen issues with glass or frames. Overtime, Holiday work, Night work and Weekends work. Miscellaneous permits. Proposal is valid for 120 days Disclaimer Since films are applied with a water -based solution, it is normal for minor bubbling and hazing to occur during installation before curing. This curing period will vary in time depending on the level of exposure to direct sunlight and time. All moisture and water bubbles will disappear with time. SAFE HAVEN DEFENSE will take every necessary action possible to clean all windows prior to the installation of the window film; minor dust particles may appear after the installation of the window film as a result of airborne dust. These particles will dissipate with time and should not be visible when looking through the glass at a distance of 6 feet. (Ask for further details).
