Present:Mayor Sean Kilbride, Mayor Pro Tem David Quint, Council Member Kim Greaves,
Council Member Tim Shiner, and Council Member Anna White
Absent:Victor Sansone III
The Town Council of the Town of Westlake serves as the governing Board for Westlake Academy. This
agenda may contain both municipal and Westlake Academy items, which will be clearly identified. In an
effort of transparency, this meeting will be viewable to the public via Live Stream and also available for
viewing after the meeting. In an effort of meeting efficiency, any residents wishing to speak on action
items must submit a speaker request form to the Town Secretary prior to the start of the meeting.

A.CALL TO ORDER -12 P.M.
Mayor Kilbride called the meeting to order at 12:00 p.m.
B.CLOSED EXECUTIVE SESSION

The Town Council will conduct a closed session pursuant to Texas
Government Code, annotated, Chapter 551 for the following:
a) Section 551.071(2): Consultation with Attorney to seek advice of counsel
on matters in which the duty of the Town Attorney under the Texas
Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly
conflicts with Chapter 551 of the Texas Government Code: Brodie Modular,
LLC (Contract)
The Town Council convened into closed session at 12:06 p.m.and from
closed session at 12:25 p.m.
C.TAKE ANY ACTION, IF NEEDED, FROM EXECUTIVE SESSION ITEMS
Motion made by Mayor Pro Tem Quint to approve Change Order #1 with Brodie Modular, LLC in
an amount not to exceed $380,000. Motion seconded by Council Member Greaves. Motion
approved unanimously.

Presentation and discussion regarding proposed fiscal year 2023-2024
Westlake Academy budget
Director of Finance Cayce Lay Lamasopened the Work Session at 12:52 p.m.Ms.
Lay Lamas provided an overview of the budget process, reviewed (local and state)
revenues, expenditures, funding requests and next steps.
The Town Council discussed student enrollment numbers, iPad initiative, lottery
process, food service/tech fee usage, transportation, parking fees and lack of
parking spaces, stipends, healthcare costs for employees, raise percentage costs
(Sandy Garza noted a 1% increase would cost $80k), end of year capacity for
school, classroom size, security coverage for Academy games,the option to utilize a
security company to reduce cost, replacement vans(Council instructed Town
Manager to purchase and obtain contract for preventative maintenance for buses),
issues with aged school buses, WAF process with issuing grants and the need for
base budgets to ensure proper review and needs.
Mayor Kilbride requested the Thought Exchange purchase be cancelled. Director of
Finance Cayce Lay Lamas stated she is working on a procurement threshold policy
for Council review. Mayor Pro Tem Quint requested the policy include the
Foundation process for grant funding that effect Town expenditures. Town Manager
Wade Carroll suggested holding a joint meeting with theWAF board to discuss.
The consensus from Council was in support of the following funding requests:
• 3 Elementary (PYP) Paraprofessionals, discussed 5/15 ($100,000)
• 0.5 Elementary (PYP) Spanish position, discussed 5/15 ($30,000)
• 0.5 High School (DP) Coordinator for Teacher ($10,000)
• 0.5 Middle School (MYP) Algebra ($36,000)
• 1 SPED Teacher ($70,000)
• 0.5 Speech Pathologist ($35,000)
• 1 Assistant Registrar ($48,000)
• Increased & Added Stipends ($22,000)
Additional information was needed on SPED Paraprofessional ($32,00), and
additional days for 504 Coordinator, Diagnostician, & SPED Coordinator ($7,700)
were removed from the request.
Ms. Lay Lamas explained the next steps will be to incorporate preliminary approvals
from today, update the five-year forecast and review at the June 22, 2023
Workshop. She stated she will work with Academy Principals to populate line-item
budget details, compose proposed budget to be discussed July 31, 2023 and hold a
Public Hearing and consider adoption on August 7, 2023.
Mayor Pro Tem Quint suggested reviewing zero base budgets to ensure proper
review and needs.
