Mayor Sean Kilbride, Mayor Pro Tem David Quint, Council Member Kim Greaves, and

A. CLOSED EXECUTIVE SESSION (5:30 P.M.)
A.1. 23-158
The Town Council will conduct a closed session pursuant to Texas
Government Code, annotated, Chapter 551 for the following:
a) Section 551.074(a)(1): Deliberation regarding Personnel Matters (Head of
School) and (Westlake Academy Personnel Duties and Organizational
Structure); and
b) Section 551.071 (2): Consultation with Attorney to seek advice of counsel
on matters in which the duty of the Town Attorney under the Texas
Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly
conflicts with Chapter 551 of the Texas Government Code: FM1938 access
for proposed Southlake development; and
c) Section 551.071(2): Consultation with Attorney to seek advice of counsel
on matters in which the duty of the Town Attorney under the Texas
Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly
conflicts with Chapter 551 of the Texas Government Code: Singer Studios
Mayor Kilbride called the meeting to order at 5:30 p.m. and announced the
Council would recess into closed executive session.
Mayor Kilbride adjourned from closed session at 6:01 p.m.

The following citizens spoke:
Ife Adeleye, 2508 Triangle Leaf Drive, Fort Worth expressed concerns regarding
the Westlake Academy lottery and communication.
Marissa Mahon (with her child), 2949 River Crest Street, Grapevine expressed
concerns regarding the Westlake Academy lottery.
Mayor Kilbride noted he responded by email regarding the matter.
E. ITEMS OF COMMUNITY INTEREST:
Jon Sasser provided an update regarding items of community interest.
F. REPORTS:
23-155 Receive a Town Quarterly Financial Report

Director of Finance Cayce Lay Lamas provided an update.
PUBLIC HEARING:

G.1.
Conduct a public hearing and consider adopting Ordinance 964
approving a zoning change request from O-Office Park District to
Planned Development District Number 8 (PD8), including a concept
plan, to allow for a hotel to be located on the portion of Lot 1, C.M.
Throop No. 1510 Addition that is located within the Town of Westlake.
The subject property is located at 3300 T.W. King Road at the northwest
corner of T.W. King Road and State Highway 114; and take appropriate
action (Continued from the March 27, 2023 Town Council meeting)
Director of Planning Ron Ruthven briefed Town Council regarding this item.
After discussion, Mayor Pro Tem Quint recommended a hotel market study be
conducted prior to site plan review.
Mayor Kilbride opened the public hearing. There was no one present that wished to
speak. Mayor Kilbride closed the public hearing.
Motion made by Council Member Shiner to approve Ordinance 964, as presented.
Motion seconded by Council Member Greaves. Motion approved unanimously.

Motion made by Mayor Pro Tem Quint to approve Consent items H.1 through H.4, as
presented. Motion seconded by Council Member Greaves. Motion approved
unanimously.
I. REGULAR AGENDA ITEM(S)
23-156 Receive an update from Northwest Chamber of Commerce
I.1.
Metroport Chamber of Commerce President Sally Aldridge provided a Chamber update.
Consider approving Resolution 23-28 authorizing participation in Texas
I.2.
RES 23-28
Cooperative Liquid Assets Security System as an authorized
investment; and take appropriate action
Director of Finance Cayce Lay Llamas briefed Town Council regarding this item.
After discussion, Mayor Pro Tem Quint made a motion to approve Resolution 23-28, as
presented. Motion seconded by Council Member Greaves. Motion approved
unanimously.
TAKE ANY ACTION, IF NEEDED, FROM EXECUTIVE SESSION ITEMS
J.
Council Member Greaves made a motion to approve a Settlement Agreement with Singer
Studio, LLC, and authorize a final payment in the amount of $32,943.00. Motion
seconded by Council Member Shiner. Motion approved unanimously.
Council Member Shiner made a motion to approve a Settlement Agreement with the City
of Southlake whereby the City of Southlake will pay to Westlake the total amount of
$150,000.00 and authorize the Town Attorney and/or Mayor to execute all needed
documents. Motion seconded by Mayor Pro Tem Quint. Motion approved unanimously.
