HomeMy WebLinkAboutP&Z Minutes 11-29-22T H E T 0 W N O F W ESTLAKE MINUTES OF THE TOWN OF WESTLAKE, TEXAS PLANNING AND ZONING COMMISSION MEETING NOVEMBER 29, 2022 PRESENT: Chairman Victor Sansone III, Vice -Chairman Adam Coffey, and Commissioners Tammy Reeves and Linda Bjorn ABSENT: Commissioners Tim Brittan, Michelle Lee, Ken Kraska STAFF PRESENT: Planning & Development Director Ron Ruthven, Development/GIS Manager Nick Ford, Planning & Development Coordinator Dottie Samaniego. OTHERS PRESENT: Deloitte University Manager Stephen Seidel, Project Manager for Deloitte Amanda Zimmerman, Project Engineer for Deloitte Alex Rathbun, Engineer Analyst for Deloitte Alissa Cozad, Project Architect for Deloitte Doug Harden, Developer of Entrada Mike Beaty 1. CALL TO ORDER Chairman Sansone called the regular session to order at 5:02 p.m. 2. PLEDGE OF ALLEGIANCE Chairman Sansone led the pledge of allegiance and pledge to the Texas Flag. 3. CITIZEN COMMENTS No one addressed the Commission. 4. DISCUSSION AND CONSIDERATION OF APPROVAL OF THE MINUTES FROM THE MEETING HELD ON OCTOBER 10, 2022. P&Z Minutes 11/29/22 Page 1 of 5 Chairman Sansone asked for a motion to approve the minutes of the October 10, 2022, meeting. MOTION: Commissioner Coffey made a motion to approve the minutes of October 10, 2022. Commissioner Bjorn seconded the motion. The motion was carried by a vote of 4-0. 5. PRESENTATION AND DISCUSSION REGARDING THE NOVEMBER DEVELOPMENT SNAPSHOT. Development Director Ron Ruthven presented Item #5. 6. CONDUCT A PUBLIC HEARING AND CONSIDER A RECOMMENDATION APPROVING PROPOSED AMENDMENTS TO ORDINANCE 591 AMENDING THE CONCEPT PLAN FOR PD3-12, AND, APPROVING AMENDMENTS TO ORDINANCE 920 APPROVING A CONCEPT PLAN FOR PD3-12A TO ALLOW FOR THE EXPANSION OF THE DELOITTE UNIVERSITY CAMPUS, GENERALLY LOCATED EAST OF J.T. OTTINGER ROAD, NORTH OF DOVE ROAD, AND SOUTHWEST OF THE SOUTHERN TERMINUS OF WESTLAKE PARKWAY. Chairman Sansone opened the Public Hearing at 5:37 p.m. No one addressed the Commission. Chairman Sansone closed the Public Hearing at 5:37 p.m. Chairman Sansone asked for a motion on Item #6. MOTION: Commissioner Coffey made a motion to approve. Commissioner Reeves seconded the motion. The motion was carried by a vote of 4-0. 7. CONDUCT A PUBLIC HEARING AND CONSIDER RECOMMENDATION APPROVING A REPLAT FOR BLOCK F, WESTLAKE ENTRADA ADDITION. Development Director Ron Ruthven presented Item #7. A request to replat Block F, 2.856 acres into 15 Single Family lots. Entrada Developer Mike Beatty also presented Item #7. Chairman Sansone opened the Public Hearing at 6:00 p.m. No one addressed the Commission. Commissioner Coffey seconded the motion. The motion was carried by a vote of 4-0. 8. CONDUCT A PUBLIC HEARING AND CONSIDER A RECOMMENDATION APPROVING A REPLAT FOR BLOCK H, WESTLAKE ENTRADA ADDITION. Director Ron Ruthven presented Item #8. Chairman Sansone opened the Public Hearing at 6:10. p.m. No one addressed the Commission. Chairman Sansone closed the Public Hearing at 6:10 p.m. Chairman Sansone asked for a motion on Item #8. MOTION: Commissioner Coffey made a motion to approve. Commissioner Reeves seconded the motion. The motion was carried by a vote of 4-0. 9. CONDUCT A PUBLIC HEARING AND CONSIDER A RECOMMENDATION APPROVING A ZONING CHANGE REQUEST FROM P1131-1 (KNOWN AS THE "SOLANA" DEVELOPMENT) TO P1131-2 (KNOWN AS THE "ENTRADA" DEVELOPMENT) FOR THE FOLLOWING PROPERTY: LOT 21111, BLOCK 1, WESTLAKE/ SOUTH LAKE PARK ADDITION #1, LOCATED AT THE 1600 BLOCK OF SOLANA BLVD. Director Ron Ruthven presented Item #9. Chairman Sansone opened the Public Hearing at 6:53 p.m. No one addressed the Commission. Chairman Sansone closed the Public Hearing at 6:53 p.m. Chairman Sansone asked for a motion on Item #9. MOTION: Commissioner Reeves made a motion to approve. Commissioner Coffey seconded the motion. The motion was carried by a vote of 4-0. 10. CONDUCT A PUBLIC HEARING AND CONSIDER THE RECOMMENDATION OF PROPOSED AMENDMENTS TO ORDINANCE 703, AS AMENDED, APPROVING THE PD1-2 ZONING DISTRICT, KNOWN AS "WESTLAKE ENTRADA", LOCATED NORTH OF SOLANA BLVD., EAST OF DAVIS BLVD., AND SOUTH OF STATE HIGHWAY 114. Development Director Ron Ruthven presented Item #10. P&Z Minutes 11/29/22 Page 3 of 5 Chairman Sansone opened the Public Hearing at 6:53 p.m., (with Item #9). No one addressed the Commission. Chairman Sansone closed the Public Hearing at 6:53 p.m. Chairman Sansone asked for a motion to approve Item #10. MOTION: Commissioner Reeves made a motion to approve. Chairman Sansone seconded the motion. The motion was carried by a vote of 4-0. 11. CONDUCT A PUBLIC HEARING AND CONSIDER RECOMMENDATION OF PROPOSED AMENDMENTS TO ORDINANCE 720, AS AMENDED, AMENDING THE DEVELOPMENT PLAN FOR THE PD1-2 ZONING DISTRICT, KNOWN AS "WESTLAKE ENTRADA", LOCATED NORTH OF SOLANA BLVD., EAST OF DAVIS BLVD., AND SOUTH OF STATE HIGHWAY 114. Development Director Ron Ruthven presented Item #11. Chairman Sansone opened the public hearing at 6:53 p.m., (with Item #9). No one addressed the Commission. Chairman Sansone closed the public hearing at 6:53 p.m. Chairman Sansone asked for a motion on Item #11. MOTION: Commissioner Coffey made a motion to approve staff conditions. Commissioner Reeves seconded the motion. The motion carried by a vote of 4-0. 12. ADJOURNMENT There being no further business to come before the Commission, Chairman Sansone asked for a motion to adjourn. MOTION: Commissioner Coffey made a motion to adjourn. Commissioner Reeves seconded the motion. The motion was carried by a vote of 4-0.
