RESOLUTION 00-54
A RESOLUTION OF THE BOARD OF ALDERMEN OF THE TOWN OF
WESTLAKE, TEXAS, AUTHORIZING THE TOWN MANAGER AND
MILLENNIUM EDUCATION CONSULTING GROUP, L.L.C. TO COMPLETE A
CHARTER SCHOOL APPLICATION FOR A NEW PUBLIC SCHOOL IN
NORTHEAST TARRANT COUNTY CALLED "WESTLAKE ACADEMY".
WHEREAS The Town of Westlake recognizes and appreciates the Northwest
ISD, the Keller ISD and the Carroll ISD as three of the very best and most desirable
school districts in the State of Texas and;
WHEREAS businesses and residents in the Town of Westlake have and will
always contribute significantly to the growth and improvement of these districts, and;
WHEREAS the quality of schools has been a critical key to the economic growth
of northeast Tarrant County, and;
WHEREAS the success of students in a world wide competitive market is
dependent upon the completion of challenging and rigorous course of study built upon
high standards, high expectations, and greater achievement and:
WHEREAS the Town of Westlake recognizes that in order to continue attracting
desirable economic development projects from domestic and international sources, that
alternative quality public education must continue to expand and improve, and;
WHEREAS a local school is recognized as a necessary, unifying and defining
element of any community, and the Town of Westlake is without this most important
community component, and;
WHEREAS in an effort to dramatically improve the standing of education for
Texans, the State of Texas has passed Chapter 12 of the Texas Education Code which
provides for State Funding of qualified Charter Schools in order to provide a new
alternative style of public education, and;
WHEREAS the Town of Westlake intends to create an open enrollment charter
school in the Town of Westlake that represents an alternative style and type of public
education intended to complement and supplement the three local ISD's, and;
WHEREAS the Town of Westlake has engaged the services of Millennium
Education Consulting Group, L.L.C. to shepherd the Board and staff through the
Charter application process.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE TOWN OF WESTLAKE, TEXAS:
SECTION 1: The Town of Westlake shall complete a Charter School
application for a new public school in northeast Tarrant County called "Westlake
Academy".
SECTION 2: The Town Manager shall continue working with Millennium
Education Consulting Group, L.L.C. and shall assemble additionally necessary
professional service assistance to produce the best Charter Application possible.
SECTION 3: The Town of Westlake shall take all necessary actions to insure
that "Westlake Academy" will be established as a unique public school focused on
developing the highest potential of each student.
SECTION 4: "Westlake Academy" shall provide a rigorous college preparatory
curriculum with very high academic standards, shall have extensive parental/guardian
involvement, and shall provide energetic and creative extracurricular activities.
SECTION 5: The Town of Westlake shall make Northwest ISD, Keller ISD and
Carroll ISD aware of this action and shall seek to develop a positive working relationship
with all three districts to assure that the students of the Westlake area are able to take full
advantage of alternative public education in Texas.
SECTION 6: The Town of Westlake shall immediately begin the formal process
of completing the application, appointing paid staff, soliciting interested parents to
volunteer on various committees, and identifying land and facility resources necessary to
create "Westlake Academy" and the Town Manager is accordingly directed.
SECTION 7: That this Resolution shall become effective upon its passage and
approval.
PASSED AND APPROVED ON THIS 11TH DAY OF DECEMBER, 2000.
