HomeMy WebLinkAboutRes 00-31 Requesting Participation by TxDot for ImprovementsTOWN OF WESTLAKE RESOLUTION NO. 00-31 A RESOLUTION OF THE BOARD OF ALDERMEN OF THE TOWN OF WESTLAKE, T1_1J AS, REQUESTING PARTICIPATION BY THE STATE OF TEXAS DEPARTMENT OF TRANSPORTATION FOR IMPROVEMENTS TO FM 1938 IP4TERCHANGE AT SH 114 AND FM 1938 ROADWAY IMPROVEMENTS FROM SH 1114 TO SH 1709; PROVIDING FOR AN EFFECTIVE DATE; AND PROVIDING A Sl"-07INGS CLAUSE 'WHEREAS, State Highway 114 and State Highway 1709 represent primary east -west means of access for all cities in northeast Tarrant and southern Denton County; and 'WHEREAS, State Highway 114 and State Highway 1709 do not have an adequate north- soutp connection to serve increasing commercial and residential development demands; and 'WHEREAS, the State of Texas Department of Transportation has long recognized the neer for a north -south connector for SH 114 and SH 1709 by designating FM 1938, known loc.,ally as Precinct Line Rd in Keller, a section of Randol Mill Rd in Southlake and Precinct Line Rd in Westlake as the preferred north -south connector route; and WIREREAS, the commencement of construction on the Fidelity Investments Regional Headquarters in Westlake, initially employing 1,800 people and ultimately employing at least 2,:500 people, and the commencement of construction of Sabre, Inc. Headquarters in Southlake, initially employing 2,000 people and ultimately employing as many as 10,000 people, require im.m_ediate additional north -south access to prevent dangerous traffic loads on existing north - south residential streets in Westlake, Southlake and Keller; and 'WHEREAS, private support from Fidelity Investments; Sabre, Inc.; Hillwood Development Corporation, Maguire Partners and many others have committed support for the completion of FM 1938 Interchange and FM 1938 roadway by performing design work, dedicai.ing right of way or committing funds to support the project; and 'WHEREAS, public support for the project has already been received in the form of dedicated right of way necessary to construct the project and the necessary adjacent right of way dedic,,wdon for the NETCRWS water line to provide necessary water supply to Southlake, Keller and Westlake. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE T()WN OF WESTLAKE, TEXAS: SECTION 1: That all matters stated in the preamble are found to be true and correct and are incorporated herein as if copied in their entirety. ;;iECTION 2: That the Town of 'Westlake fully supports and encourages the construction of the FM 1938 interchange and FM 1938 roadway. .SECTION 3: That the Town of Westlake fully supports the installation of unimpeded "Te. -,as U-turns" to facilitate east and westbound traffic at the FM 1938/SH 114 interchange. SECTION 4: That the Town of Westlake formally requests the timely dedication of discretionary funds by the Texas Department of Transportation to complete the design, engineering and construction of FM 1938 Interchange and FM 1938 roadway from SH 114 to SH 1709. SECTION 5: If any provision of this Resolution shall be held invalid or uDconstitutional, then the remainder of such Resolution shall remain in full force and effect as if separately enacted.
