REGARDING I N'FIaASTRUCTURE DEVELOPMENT. NCOIX, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF T1FIE[ TOWN OF WESTLAKE, TEXAS: SECTION 1: That the Board of Aldermen of the Town of Westlake, Texas, do hereby authorize the Town Manager to enter into a contract, attached as Exhibit A, with Turner Engineers, Inc. regarding infrastructure development. Consulting Engineers Town of Westlake Mr. Trent Petty, Town Manager 3 Village Circle Suite 207 Solana Westlake, TX 76262 Re: Engineering Services TELECOMMUNICATIONS INFRASTRUCTURE DEVELOPEMENT Westlake, Texas Dear Mr. Petty, Proposal: 370282 April 28, 2000 Revised: July 26, 2000 TURNER ENGINEERS would be pleased to provide engineering services for this project as defined below: SPECIFIC SCOPE — DUCT BANK: 1 _ Develop schematic design plans to create Citywide duct -bank capable of maximum integration and growth needs based on build out. 2. Communicate with pertinent telecom providers in order to coordinate design issues to maximize usage. 3. Develop operation and maintenance specifications and procedures for the duct bank. 4. Perform cost benefit analysis to include duct bank o&m and revenue potential. SPECIFIC SCOPE — TELECOMMUNICATIONS NETWORK: 5. In communication with Town Manager, develop plan to network the town using newly available telecom technology to create an intra and internet city operations and services platform on which all Town of Westlake DALLAS - 4849 Greenville Avenue ■ Suite 1200 ■ Dallas, Texas 78206-4130 ■ 214-378-5200 ■ Fax 214-378-6222 Proposal: 3702R2 April 28, 2000 Revised: July 26, 2000 Page 2 citizens will be able to access and operate. Services will include but not be limited to: • Law Enforcement/Public Safety • Education • Emergency Response • Administrative; Collections; Bill Payment • Traffic Control • City Utility and Resource Management • Power, Water, Sanitary and Gas Monitoring 6. Identify with existing web site developer necessary steps to update website to reflect provisions of #5 above. 7. Evaluate feasibility based on discussions with interested telecom providers the city acting as a co -location site and/or "Telecommunication Hotel" to maximize use of duct -bank infrastructure. 8. Partition and segregate available bandwidth in most cost effective method. This task will fluctuate as services and subscriptions are confirmed. Construction Phase Services: 1. Review relevant shop drawings and any related information submitted by the contractor. 2. Provide telephone consultation throughout applicable construction as appropriate. 3. Provide site visits as required of field conditions and/or as requested by the Town. CONDITIONS & QUALIFICATIONS This proposal is presented contingent upon the following: 1. Others will provide backgrounds for applicable floor plans and site plans, as required. 2. Others will provide a soils analysis and report, as required. 3. Services for the design of trench excavation and shorings are specifically FEES Proposal: 3702R2 April 28, 2000 Revised: July 26, 2000 Page 3 excluded. 4, Though TEI is sensitive to budgetary limitations and will make every reasonable effort to design appropriate systems for the project, TEI takes no direct responsibly for overall project costs. Redesign for budgetary reasons are not included in base fee. 5. All Drawings, Documents, Specifications produced in any form, to include Magnetic Media, provided by Engineer under the terms of this agreement are the property of the Town of Westlake. Hourly services per attached Rate Schedule. PAYMENT Billed monthly for percentage completed; our terms are "Net 30 Days".
