RESOLUTION NO. 04-61
A RESOLUTION OF THE BOARD OF ALDERMEN OF THE TOWN OF
WESTLAKE, TEXAS ENCOURAGING NEIGHBORING MUNICIPALITIES TO
RECOGNIZE AND PROTECT THE ECONOMIC AND AESTHETIC VALUE OF
THE NATURAL TOPOGRAPHY OF NORTH TEXAS BY LIMITING LAND
USES WHICH ALLOW WIND TURBINES IN POPULATED AREAS
BORDERING NEIGBORING COMMUNITIES.
WHEREAS, the Town of Westlake places great value on the natural beauty of
the rolling hillsides that define Westlake and much of north Texas; and
WHEREAS, the Board of Aldermen has repeatedly enacted ordinances that
establish high development standards for properties inside the Town of Westlake in an
effort to preserve and enhance the natural beauty of the lane; and
WHEREAS, in an effort to limit the burning of fossil fuels and lower energy
costs, more people and businesses are considering wind generated electricity to
supplement their energy demands; and
WHEREAS, wind energy requires construction of large wind turbines that must
be constructed several times taller than a standard windmill; and
WHEREAS, construction of such towers has occurred very near the Town of
Westlake spoiling a beautiful view of the natural southern horizon, producing noise
pollution and creating visual blight that concerns citizens and business owners alike in
the Town of Westlake; and
WHEREAS, the Town of Westlake values its friendship with the City of Keller
and wishes to continue working collaboratively with the City of Keller on common goals
such as water line extensions, police services and other short and long range planning that
affects both communities.
NOW THEREFORE BE IT RESOLVED BY THE BOARD OF ALDERMEN OF
THE TOWN OF WESTLAKE, TEXAS:
SECTION L That the Board of Aldermen of the Town of Westlake strongly
encourages citizens and businesses that desire alternative energy to purchase such energy
from existing alternative energy sources that do not further damage the dwindling natural
beauty of north Texas; and
SECTION 2: That the Board of Aldermen of the Town of Westlake desires to
call to the attention of all neighboring cities, the growing popularity of wind turbines that
threaten the quiet nature of residential subdivisions and their views and property values
of their citizens; and
SECTION 3: That the Board of Aldermen of the Town of Westlake strongly
encourages all north Texas Planning and Zoning Commissions and City Councils to
review their zoning ordinances to ensure that their communities have adequate regulatory
control over wind turbines and the towers that support them.
PASSED AND APPROVED ON THE 13Th DAY OF DECEMBER 2004.
