HomeMy WebLinkAboutRes 08-04 Authorizing Construction of the Arts and Sciences CenterTOWN OF WESTLAKE RESOLUTION NO. 08-04 AUTHORIZING THE TOWN MANAGER TO PURSUE CONSTRUCTION OF THE ARTS AND SCIENCES CENTER AT THE CIVIC CAMPUS, SUBJECT TO CERTAIN CONDITIONS. WHEREAS, the voters of the Town of Westlake approved by a vote of 61% to 39% the issuance of $2.5 million bonds secured by the full faith and credit of the Town (including the implementation of a property tax if needed to amortize the debt) for the purpose of constructing the Arts and Sciences Center on the Civic Campus; and WHEREAS, the Board of Aldermen desires to construct a completely equipped Arts and Sciences Center at a cost not to exceed $5.5 million; and WHEREAS, the Westlake Academy Foundation, an instrumentality of the Town, has undertaken to raise $2.5 million in contributions for the construction, of which amount approximately $0.5 million currently has been raised in cash and approximately $0.5 million has been pledged; and WHEREAS, the Texas Student Housing Authority, an instrumentality of the Town, has transferred to the Town $0.5 million in cash to be applied to the costs of construction, bringing the total cash currently available for construction to $3.5 million; and WHEREAS, the Board of Aldermen desires to commence the construction of the Arts and Sciences Center as soon as possible, even though all the funds necessary to fully fund the complete project are not yet available; and WHEREAS, the Westlake Academy Foundation has committed to continue raising funds while construction is underway, intending to raise the balance of needed funds before the end of the construction period, to the end that a fully -equipped Arts and Sciences Center may be realized at the earliest possible time; and WHEREAS, the Board of Aldermen desires to memorialize its current plan for the construction of the Arts and Sciences Center; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE TOWN OF WESTLAKE, TEXAS: Section 1. The Town Manager is authorized, within the guidelines as set forth by the Board of Aldermen and with the oversight of the building committee, to take all steps necessary to commence construction of the Arts and Sciences Center at the earliest feasible time. Section 2. The Board of Aldermen accepts the transfer of $0.5 million from the Texas Student Housing Authority and will accept $0.5 million (as well as future Section 3. The construction of the Arts and Sciences Center shall be phased, so that at no time shall the Town's obligation for construction exceed the amount of cash in hand (currently $3.5 million) plus the amount of cash hereafter contributed by the Westlake Academy Foundation. Section 4. It is the Board's desire that in the initial phase there shall be constructed (at a minimum) a foundation for the entire Arts and Sciences Center, and three fully -equipped science laboratory classrooms. Section 5. The Board recognizes that, except for the foundation, the "black box theatre" and the art classrooms will not be constructed and equipped until sufficient contributions are received by the Town. Section 6_ The Board further recognizes that if the building is constructed in more than one phase, the overall cost may thereby be increased. Therefore, the Board urges the Westlake Academy Foundation, as well as all supporters of the project, to accelerate their giving for the project so that the costs of phasing the project will be minimized. Section 7. Recognizing that a standard and style has been established for the Civic Campus, the Board intends that the Arts and Sciences Center shall be compatible in appearance and materials with the existing Civic Campus buildings.
