MEETING In accordance with Order of the Office of the Governor issued March 16, 2020 and March 19, 2020, the Town Council of the Town of Westlake and the Board of Trustees of Westlake Academy will conduct this joint meeting at 5:30 p.m. on Monday, May 10, 2021. In order to advance the public health goal of promoting "social distancing" to slow the spread of the Coronavirus (COVID-19), there will be limited public access to the physical location described above. A limit of thirty (30) seats will be available to the public on a first-come, first-serve basis. A recording of this meeting will be made and will be available to the public in accordance with the Open Meetings Act. The presiding officer may ask the citizen to hold their comment on an agenda item if the item is posted as a Public Hearing. The Town Council and Board of Trustees cannot by law take action nor have any discussion or deliberations on any presentation made at this time concerning an item not listed on the agenda. EXECUTIVE SESSION: The Council will conduct a closed session pursuant to Texas Government Code, annotated, Chapter 551, Subchapter D for the following: a. Section 551.087 - Deliberation Regarding Economic Development Negotiations (1) to discuss or deliberate regarding commercial or financial information that the governmental body has received from a business prospect that the governmental body seeks to have locate, stay, or expand in or near the territory of the governmental body and with which the governmental body is conducting economic development negotiations; or (2) to deliberate the offer of a financial or other incentive to a business prospect described by Subdivision (1) for the following: - Front 44 - Entrada - PD7 (Spencer Ranch) b. The Council Member making the request will contact the Town Manager with the requested item and the Town Manager will list it on the agenda. At the meeting, the requesting Council Member will explain the item, the need for Council discussion of the item, the item’s relationship to the Council’s strategic priorities, and the amount of estimated staff time necessary to prepare for Council discussion. If the requesting Council Member receives a second, the Town Manager will place the item on the Council agenda calendar allowing for adequate time for staff preparation on the agenda item. 16. RECOGNITION OF AND PROCLAMATION TO THE COVID-19 RESPONSE TEAM. Board of Trustees Item # 8 – Recognition and Proclamation A Proclamation by the Board of Trustees of Westlake Academy, in recognition of the COVID-19 Response Team members who have worked tirelessly during the 2020/2021 academic year to ensure the safety of Westlake Academy students, staff, and our community throughout the COVID-19 pandemic and who continue to work diligently to ensure the health and safety of our entire community. WHEREAS, the COVID-19 Response Team demonstrated their commitment to public service and public health by remaining focused o-n the ever-changing guidelines, information, and science related to COVID-19, the Board of Trustees recognizes the significant work and sacrifices made by the COVID-19 Response Team during the 2020-2021 academic year; and, WHEREAS, all Academic and Municipal employees are classified as essential workers, and all have performed additional acts of service during the COVID-19 pandemic, members of COVID-19 Response Team have gone above and beyond in performance of complex work; and, WHEREAS, the COVID-19 Response Team have voluntarily given their time, often working late nights, weekends, and holidays so that the Westlake Academy community could remain as safe as possible during the pandemic; and, WHEREAS, the COVID-19 Response Team worked diligently to review, discuss, and adapt to the ever-changing information and best practices in response to the science surrounding COVID-19; and, WHEREAS, the COVID-19 Response Team completed the Johns Hopkins University contact tracing course and applied that knowledge to mitigate the spread of COVID-19 at the Academy; and, WHEREAS, the COVID-19 Response Team informed, educated, and provided guidance to the Westlake Academy community on COVID-19, the Academy’s protocols, and vaccination information; and, WHEREAS, the COVID-19 Response Team performed these duties in a caring and compassionate manner when communicating to families and staff; and, WHEREAS, our Westlake community is built upon those with the heart of servant leaders who are dedicated to the health and safety of the entire Westlake Academy community and have made significant contributions towards their well-being during these difficult times; NOW THEREFORE, that the Board of Trustees on behalf of Westlake Academy and the Town of Westlake, express our appreciation to the exceptional commitment of the COVID-19 Response Team in order to help mitigate the spread of COVID-19. Page 1 of 2 BOARD OF TRUSTEES AGENDA ITEM Regular Meeting - Action Item Monday, May 10, 2021 TOPIC: Discussion and Consideration of Approval of WA Resolution 21-05 for the 2021-22 Instructional Materials Allotment. STAFF: Dr. Mechelle Bryson, Executive Director STRATEGIC ALIGNMENT Vision, Value, Mission Perspective Curriculum Outcome Objective Academic Excellence Academic Operations PYP / MYP / DP Optimize Student Potential SUMMARY The 82nd Texas Legislative session passed SB6 to address the instructional resource needs of school districts and charter schools. In doing so, SB6 created the Instructional Materials Allotment (IMA) to facilitate the purchase of instructional materials. Due to the shift from printed resources to digital resources, the 85th Texas Legislative session changed the name of the allotment to Technology and Instructional Materials Allotment (TIMA). As a result, school districts and charter schools have greater flexibility in deliverying instructional resources to teachers and students. It is important to note that TIMA is designed to provide funds to Texas schools to purchase instructional resources that align with the Texas Essentioal Knowledge and Skills (TEKS). School districts and charter school receive an IMA on a biannual basis to support classroom instruction. The TIMA provides money to purchase textbooks, resources, and technology aligned to the TEKS to support the curriculum. In order to receive funds, districts and charter school are required to certify annually to the State Board of Education and the commissioner that, for each subject in the required curriculum, students have access to instructional materials that cover all of the Texas Essential Knowledge and Skills (TEKS). In the attachments is a chart Page 2 of 2 of resources which are used at Westlake Academy to support student learning and the TEKS. Prior to the 2021-22 school year, the certification was signed off by the Superintendent, however, beginning this year the Board must approve the use of the instructional materials. COUNCIL ACTION/OPTIONS The Westlake Academy Leadership Team requests approval of the resolution, as submitted. STAFF RECOMMENDATION Staff recommends approval. WHEREAS, Westlake Academy considers the Instructional Materials Allotment essential to the academic achievement of students; and, WHEREAS, Westlake Academy is required to certify annually to the State Board of Education and the commissioner that, for each subject in the required curriculum, students have access to instructional materials that cover all of the Texas Essential Knowledge and Skills (TEKS); and, WHEREAS, Westlake Academy is required to present and request the Board of Trustees to certify the instructional materials used to support the TEKS; and, WHEREAS, the Board of Trustees finds that the passage of this Resolution is in the best interest of the citizens of Westlake as well as the students, their parents, and faculty of Westlake Academy. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF WESTLAKE ACADEMY: SECTION 1: That, all matters stated in the recitals hereinabove are found to be true and correct and are incorporated herein by reference as if copied in their entirety. Increase Transparency, Accessibility & Communications SUMMARY The Town Council called an ordered the General Election on January 4, 2021, to be held on May 1, 2021, for the purpose of electing three (3) Council Members for two (2) year terms. In accordance with the Texas Election Code, results of the May 1, 2021, the General Election must be canvassed based on official results no later than the 11th day after the election. Both Denton and Tarrant counties will provide official results showing those candidates who were elected by the citizens of Westlake. Official results from Denton and Tarrant Counties will be presented during the meeting. If official results are not available by the time of the meeting, staff recommends that this item be tabled until the meeting scheduled for May 11, 2021. The meeting on May 11, 2021 has been scheduled for contingency purposes, and will be held via Zoom videoconference in accordance with the Open Meetings Act. A virtual meeting has been scheduled for May 11, 2020 to canvass the results in the event that official returns are not available for public distribution at the May 10, 2021 meeting. STAFF RECOMMENDATION Approve the ordinance canvassing the results of the May 1, 2021 General Election. If official results have not been publicly released by the the time this item is presented, staff recommends that the Town Council table this item until May 11, 2011, as unofficial returns cannot be canvassed. If this occurs, the oaths of office will administered on May 24, 2021. A public videoconference via Zoom with the Town Council has been scheduled for May 11, 2021 as a contingency for this scenario, and may be canceled if necessary. All of the recitals contained in the preamble of this ordinance are found to be true and are adopted as findings of fact and a part of this Town Council’s judgment. The Town Council further finds the following: GENERAL ELECTION Chandrika Dasgupta has been elected as Town Council Member to a term expiring May 2023. Carol Langdon has been elected as Town Council Member to a term expiring May 2023. Anna White has been elected as Town Council Member to a term expiring May 2023. SECTION 3: TOWN SECRETARY TO RECORD ELECTION RESULTS. The Town Secretary is hereby authorized and directed to make the appropriate entries of information appearing in the tabulation of precinct results shown in Exhibit “A” attached hereto in the election register maintained by the Town in accordance with provisions of Section 67.006 of the Election Code. SECTION 4: TOWN STAFF TO TAKE NECESSARY ACTIONS TO GIVE EFFECT. The Town Manager, Town Secretary, and Town Attorney are hereby authorized and instructed to take all actions necessary to give effect to this ordinance and the election, as provided by law.
