MINUTES OF THE MEETING OF
THE BOARD OF DIRECTORS OF THE
TEXAS STUDENT HOUSING AUTHORITY
(AN INSTRUMENTALITY OF THE TOWN OF WESTLAKE)
October 21, 2020

PRESENT: Board members: Scott Bradley, Mark Harrow, Paula Petersen, Katie
Kolkmeier, James Krekow, and Executive Director Tracy Harrow. Not
present: Board members Rich Mueller and Randall Quick.
1. CALL TO ORDER.
President Bradley called the meeting to order at 6:33 pm.
2. REVIEW AND CONSIDER APPROVAL OF MINUTES FOR THE MEETING HELD
SEPTEMBER 28, 2020.
DISCUSSION: Director Krekow made a motion to approve the minutes of the
September 28, 2020 meeting. Director Harrow seconded the motion.
The motion passed unanimously. President Bradley and Director
Kolkmeier abstained from voting due to their absence at the September
28 meeting.
3. CONSIDER AND TAKE ACTION CONCERNING THE BUDGET FOR FISCAL YEAR
ENDING AUGUST 31, 2021 FOR THE CAMBRIDGE AT COLLEGE STATION,
TEXAS, INCLUDING ADOPTING AMENDMENTS TO THE CURRENT BUDGET.
DISCUSSION: The Board discussed the proposed budget for The Cambridge for the
fiscal year ending August 31, 2021. President Bradley made a motion to
approve the proposed budget for November 2020 only and authorize
TSHA funds to supplement any funding shortages. Director Harrow
seconded the motion. The motion passed unanimously.
4. EXECUTIVE SESSION
The TSHA Board convened into executive session at 6:44 pm to conduct a closed session
pursuant to Texas Government Code, Annotated, Chapter 551,
Subchapter D, Section 551.071 for the following: Consultation with an
attorney whereby the Board seeks advice about Bank of New York
litigation.

President Bradley reconvened the meeting at 6:48 pm.
6. TAKE ANY ACTION, IF NEEDED, FROM EXECUTIVE SESSION
DISCUSSION. No action taken.
7. ADJOURNMENT
President Bradley adjourned the meeting at 6:49 pm.
