CALL TO ORDER – TOWN COUNCIL Mayor Wheat called the joint work session to order at 5:02 p.m. P&Z Minutes 11/19/19 Page 2 of 4 2. CALL TO ORDER – PLANNING AND ZONING COMMISSION Chairman Brittan called the joint work session to order at 5:02 p.m. 3. PLEDGE OF ALLEGIANCE Mayor Wheat led the Pledge of Allegiance to the United States and Texas flags. 4. CITIZEN COMMENTS: This is an opportunity for citizens to address the Council on any matter whether it is posted on the agenda or not. DISCUSSION ITEMS a. Presentation and discussion of Development/Communication Team and development service delivery Town Manager DeGan gave a presentation and overview of the item. No additional discussion was necessary. b. Presentation and discussion of the mixed-use tour sites from Colorado, Virginia, Maryland, and D.C. Town Manager DeGan gave a presentation and overview of the item. Discussion ensued regarding the Charles Schwab campus in Colorado, the number of Schwab employees living in the surrounding areas, and the amount of available parking on the campus. Discussions continued regarding nearby demographics, amenities, fitness and child care facilities, and types of living spaces. The Council asked if there were concerns regarding employees not living in the nearby options and the lack of cohesiveness of the surrounding neighborhoods in Colorado. Council questioned the possibility of Schwab employees living in Westlake and design standards of the Colorado campus verses what Westlake could expect. P&Z Minutes 11/19/19 Page 3 of 4 Council also asked staff about the Schwab expectations for nearby available housing. Discussion moved onto available parking in the mixed-use development at The Village at Shirlington, in Virginia. Discussions continued regarding available mass transportation (bus and rail) to the three developments that staff presented. Inquiries were made about the status of Town Homes and mixed-use developments in in cities surrounding Westlake. Other topics of interest included the possibility of restaurants coming and going frequently in mixed-use developments and how a restaurant/grocery store with a family element would do well in Westlake. Council members expressed the importance of trees being incorporated into the new developments, water ways, and shaded areas in future developments. The future vision for Westlake was compared to the past visions of Highland Park, Lakewood Center, and Casa Linda. Robin McCaffrey, Mesa Planning, agreed with Council and the Commission about the importance of continuing with mature trees in future developments and progressing incrementally. Mayor Wheat recessed the meeting at 6:40p.m. Mayor Wheat reconvened the meeting at 7:02p.m. Town Manager DeGan posed a question regarding the relevance of the current “Vision, Values, Mission, and Niche for our Community.” Discussion ensued regarding the continued importance of: Westlake’s open space, the of proximity to DFW Airport, the lack of current traffic compared to larger cities, the value to residents of the Vaquero neighborhood, and the value of friendships among the residents in Westlake. The Council and Commission spoke about the vision for the Highway 114 to Highway 170 corridor. It was also noted that there is limited ability to walk and explore in Westlake. Discussions transitioned into the important need for the continuation of public art and landscaping, the aesthetics of guard rails, and the retaining walls and other elements that set Westlake apart from neighboring cities. The Council and Commission conveyed the need to provide clear reference points to the developers for the direction Westlake is looking to evolve. The importance of large corporate campuses, of the dark sky initiative, and the pastoral views of Circle T Ranch were all discussed. The need to update the Vision Statement’s mention of community, sense of place, and ensuring success were also mentioned. The importance of financial strength was also cited. Lastly, the desire for proposals to disclose the cost of service per resident was conveyed. Robin McCaffrey also spoke regarding the impact of the construction in Trophy Club and the difference in developments of surrounding areas compared to that in Westlake. Presentation and discussion of the Comprehensive Plan Town Manager DeGan presented a presentation packet regarding the Comp Plan and the Housing Plan Element considerations. The Council and Commission discussed what draws different people to live in Westlake, the need to sell current units before continuing to build, the amount of land that is currently zoned residential, and the current number of students at Westlake Academy. d. The Solana Plaza development includes four office buildings, two retail buildings, a hotel and a parking garage. The subject area is located between the building that houses the Fossil Creek Liquor Store, the restaurant building, the building that contained the former Town Hall, and the Marriott hotel and larger plaza area. Page 2 of 2 Currently, alterations to the larger central plaza area between the Wells Fargo building and the Fossil Creek Liquor building are underway. While under construction, the applicant wishes to proceed with alterations to the subject area while workers are mobilized. HISTORY On September 24, 2018, the Town Council voted to approve Ordinance 865 authorizing the installation of 23 additional surface parking spaces and open space alterations in the larger plaza, which is currently underway. Subsequently, on January 28, 2019, the Town Council voted to approve Ordinance 876 authorizing the addition of 35 additional spaces in front of the Marriott hotel which is also included in the current construction scope of work. PROPOSAL While construction is underway, the applicant proposes additional alterations to the smaller plaza as noted above. In documents provided by the applicant, they state that “the renovation design for the plaza seeks to preserve the memory of the original design by incorporating design concepts, reinforcing alignments and views, and using original dimensions and geometries from Legorreta and Walker's original plan to create an inviting and compelling space for patrons.” The proposed changes involve removing the fountain and crossing pathways in order to make the plaza a more useable amenity. Staff, including the Town’s architectural consultant, have worked with the applicant to ensure that the changes do not take away from the original intent or character of the development and its original designers, Ricardo Legorreta and Peter Walker. Therefore, staff is satisfied that the proposed changes will enhance the development by providing more usable, engaging open space that improves the development. SUMMARY AND RECOMMENDATION Staff recommends approval as proposed. The idea of the original cloistered courtyard has been extended to take in the full plaza space with the edges of the cloister being defined by a bosque of deciduous trees that will be pleached as they mature to provide an architectural volume that visually connects to the existing architecture as well as to the central grid of trees to the north. The bosque also provides a protected space for patrons to gather and enjoy the plaza and the adjacent restaurants. A circular lawn provides a sunny heart to the space that references the geometric voids that formerly were found in the adjacent grid of trees. The circular lawn along with a raised lawn mall provides uninterrupted views of the pure forms of the existing architecture against the background of the sky. The raised lawn mall creates a linkage between the new extended cloister and the original courtyard space that helps redefine unique, human-scaled spaces and redirect views and circulation to provide optimal access and comfort to people enjoying the plaza. The new canopies provide protection from the elements and a different scale of space for patrons of the plaza through a fanciful, artful expression. They are more a piece of art than an extension of the existing architecture that references forms and colors of the original design but does so with its own distinction. In combination with new seat walls, planting, and the bosque trees, the canopies help provide varied and inviting spaces for people to use the plaza while reinforcing the original formal concepts, dimensions, and geometries. Consequently, architecture is often augmented to better accommodate the contemporary uses as is the case at Solana Plaza. In order to serve the updated uses of Solana Plaza, the proposed design seeks to preserve the memory of Solana Plaza by understanding and reincorporating the concepts and elements of the original design in a way that is sensitive to the existing architectural context. This approach respects the architectural legacy of the site as well as the needs of the contemporary patron. Some key ideas and concepts of the original Peter Walker design are explained in detail on the following pages. DESIGN SUMMARY PRESENTATION | THE PLAZA @SOLANA 311.15.19 FULL SITE - ORIGINAL CONCEPT Initial Ideas - 1987 Rendering This image shows one of the original renderings of the campus design for Solana Plaza. Several of the primary concepts are illustrated such as a formally arranged grid of trees in the interior of the site with informally arranged evergreen trees throughout the parking areas. An interior courtyard is defined by the three buildings surrounding it as well as a wall extension that helps close off views into the space. Formally organized plantings create a cloistered effect along the paths leading to and from this courtyard space. Planting volumes define circulation and views. Informally arranged evergreen trees throughout perimeter parking areas. Courtyard defined by architecture and organized around monument wall. Deciduous tree grove fills negative space between buildings. DESIGN SUMMARY PRESENTATION | THE PLAZA @SOLANA 411.15.19 FULL SITE - ORIGINAL CONCEPT GRID OF T R E E S Executed Concept2012 Aerial This aerial shows the site shortly before a series of renovations. The major site moves are still in place at this time. PWP introduced minimalist art concepts into the overall site design to breakdown the scale of the large monolithic forms from the previous rendering. The play of positive and negative forms can be seen in the foils of the central grass square with the planted pots adjacent to the courtyard and the circular grass lawn with the stone sculpture at the entry to the hotel. These ideas borrow heavily from sculptors like Donald Judd and the Land Art movement. The central premise is that the absence of something can be as powerful as the presence of it. The idea of the cloister and collonade is a repeated theme in PWP’s portfolio and is used here in two contrasting ways. The internal courtyard is a true cloister with walls bounding it and a collonade that protects people to view into a central courtyard space that contains planting areas, a fountain, and a monumentally- scaled wall feature. The landscape cloister uses planting to repeat the rhythm of the collonade in the courtyard space and compress the views along the doorway placed in the wall extension. Formal grid of deciduous tree canopies has declined and been replaced circa 2006. Planting creates a three dimensional volume that is a counterpart to the central square void.Landscape sculpture creates a positive form of the circular void. The collonade creates a rhythm. Control Views and Define Spaces The intent of the original courtyard design was for the buildings and landscape to create a unified composition. An exceptionally flat plinth contains the composition of buildings and landscape and helps emphasize long, axial site lines so that even minor vertical changes, such as seat walls, are visually taut and level. The plantings, fountains, site walls, and specimen trees all work with the building forms and arcades to extend views as well as create spaces for people to comfortably gather outside of these view lines. Replacing these with brick paving provides increased visibility and mobility to tenant spaces. The primary sitting area has been moved from the interior courtyard to a more exposed location outside of the buildings. CENTRAL LAWN The central lawn reintroduces the geometric void concept from the original design within the central tree grid with the Bosque enclosing the form. RAISED LAWN MALL The mall acts to connect the original cloister space to the extended space and helps to define three unique sitting areas - around the central lawn at the bosque, around the existing live oak in the middle of the site, and at the existing restaurants. The low profile of the raised lawns still provides clear views to the simple architectural masses against the sky. These canopies provide protection and comfortable spaces for users but also operate as art pieces within the plaza that are both functional and whimsical at the same time. A cut metal scrim sits beneath colored polycarbonate panels that provide protection to patrons. The colors selected for the panels and patterns of the scrim connect the new structures to the existing architecture and concepts without competing with it. DESIGN SUMMARY PRESENTATION | THE PLAZA @SOLANA 1711.15.19 THE PLAZA BOSQUE - FLEXIBLE PAVILION FLEXIBLE-USE PAVILION The bar at the pavilion opposite the patio pavilions provides a daily use space for visitors as well as a setup and prep space for large events that the plaza may host. The pavilion and adjacent planting provide a visual backstop to the plaza space by screening the adjacent parking areas from view while inside of the bosque seating area.
