Good Morning.
On the Town Council workshop agenda tonight is a discussion on the potential
solar farm on the Fidelity campus. Although we at Hillwood are supportive of
alternative energy solutions for our many corporate customers, we are only
supportive of this type of utility development when they are located in such a way
that they do not have a negative impact on adjacent property development. This
is especially critical in Westlake and on the Circle T Ranch given the low density,
corporate campus, and open environment desired by all parties.
We have met with and discussed the proposed solar farm several times with the
Fidelity team, discussing potential alternative locations within the Fidelity campus
and options for total reduction in visibility. We met with the Scott Orr and Brian
Daigle on August 16th and October 8th to personally relay our concerns. We are
currently awaiting additional line of sight studies from Fidelity which takes into
consideration view corridors from our adjacent property and active development.
Our biggest concern is visibility from our adjacent property. Given that this is
“utility plant” producing electric power, an inordinate amount of screening,
including berms, land forms, landscaping and fencing should be required in order
to eliminate any visibility of the utility to any surrounding properties. Currently,
the adjacent property within the Circle T has the ability to construct offices,
corporate campus’, and a hotel. With a few limitations, buildings up to 5 stories
(75 feet) could be constructed. Screening should be provided to eliminate a view
of the utility from any floor of any potential building.
