Consider a Resolution to increase funding for the 20"Elevated Storage Waterline and
SCADA system improvements.
RJECOMMENDATIONS
Staff recommends approval.
BACKGROUND
20" Waterline to the elevated storage tank
The installation of the 20"waterline, connecting the elevated storage tank, has been
completed. The final pay request from the contractor has been submitted and Change
Order#1, in the amount of $36,430.40, has been proposed for the 20" Waterline. The
Change Order includes additional work and increases in contract quantities. The increase
in cost is as follows:
Increases in unit cost and contract quantity to install a section of waterline, by boring,
were necessary in order for the Town's contractor to comply with the Tree Preservation
Ordinance. The location and size of the trees made it necessary to deviate from the
original engineering design by combining several short bores into one long bore. The
combining of the bores, station 13+75 to station 18-11-00, created the need to augment a
pulling method with the standard pushing of the waterline. The plan deviation was
approved in the field by the project engineer for Cheatham & Associates.
After construction had begun, Hillwood required additional silt fence to be installed
along the the limits of project. The contract quantities included silt fence for only one
side of the trench. However, Hillwood desired silt fence on both sides of the trenched
areas. This quantity overrun is sufficient enough to warrant a change order adding the
quantity to the contract.
Nii alternate construction entrance was needed M order to access the project site. Thc
plans identified the elevated storage tart-k- site as the construction entrance. This route
proved to be impractical after several discussions between the contractor, engineer, and
City of Keller. Construction traffic would have raised security issues and property
restoration concerns. The contractor obtained permission from Hillwood,to access the
project site via a temporary construction entrance off Knox Road. The contractor is
requesting reimbursement for costs he incurred as a result of requirements set forth by
Hillwood.
Affected Contract Quantities
IA) Furnish and Install 20"Ductile Iron Pipe - this item DECREASED by
140 LF, reducing the contract amount of the item $8450.4. The quantity
reduction is the same amount increasing the bore quantity.
2A) Furnish and Install 20" Ductile Iron Pipe by Boring -this item was
INCREASED by 140 LF, increasing the contract amount of the item
$24,970.40 This unit was increased to "protect"the trees in the easement.
6) Provide and Implement Trench Safety Plan- this item was DECREASED by
140 LF, reducing the contract amount of the item $159.60. This item was
reduced the same quantity as the "open-cut" quantity. No trench protection
needed for a bore.
IB) Change Order to Furnish Labor and Materials to complete 4')0' continuous
bore -this proposed item will INCREASE the total contract amount
$8,250.00. The fact that the bore was continuous created conflicts with the
pipe manufacturer's installation recommendation.
7A) Change Order Erosion Control -this proposed item will INCREASE the total
contract amount$4,500.00. The erosion control on the plans did not
indicate fence on both side of the construction area. However, Joe
Schneider(Hillwood) instructed the contractor to install erosion control on
both side of the construction area.
I OA) Change Order Hillwood Right-of-Way Compliance -this proposed item will
INCREASE the total contract amount $7,')20.00. This item includes the
temporary access easement and the temporary gate across Hillwood property,
as directed by Joe Schneider.

SCADA system
An increase in the SCADA system contract, in the amount.of$6,973.00, is requested for
changes and additions as follows;
The SCADA system originally designed for the Town consisted of a stand-alone
computer and software. The industry standard is to have a computer dedicated solely to
the SCADA operations and not integrated into a network. However, in order to be
consistent with the standing IT/Computer policy, a SCADA system that integrated
completely with the Town's application needed to be acquired. The SCADA system
upgrade will allow staff to access and control pumping operations remotely via the
Internet. The costs associated with this upgrade is $6,000. The substantial price is
comparable to the difference between MS Windows 2000 vs. Microsoft NT. The
software licenses for the Town is $4,000. The additional $2,000 is for profit and
overhead burden associated with the upgrade.
A pump station generator status module will allow the documentation of the generator
status at all times and notification of maintenance necessary due to accumulated hours of
runtime. This will provide the Town with the ability to record all the generator"run-
times" and identify scheduled maintenance. This option will also provide the Town with
the ability to verify that emergency power is available in the event of disruption of Tri-
County power supply. This item includes all software, material, installation, and training
necessary to automate the documentation of the Pump Station Generator activities. This
proposed item costs $973.
