Our previous and current project experiences are sources of pride for our firm and are among what we consider to be the chief qualifications for this work. We are principally a CM-At-Risk firm with over$500 million in CM-At-Risk projects in our portfolio. We consider ourselves to be one of the foremost CM-At-Risk firms in Tarrant County, which we have called home for almost 30 years. We have worked very hard to build and preserve our reputation as a competent and customer service oriented firm. Much of our business comes from repeat clients who return to us for most if not all of their projects. Another factor that we consider to be a crucial qualifier of our firm for this work is that we have worked with many municipalities on projects such as city halls, municipal annexes, jails, court buildings, police facilities, recreations centers, and more. We have found that working with municipalities is very challenging and rewarding in that we must work with multiple individuals, committees, facilities staff, etc. in a organized and efficient manner in order to accommodate all of the Owner's needs. Our philosophy is one of working together, arm in arm, toward the goal of exceeding the Owner's expectations and goals through whatever means necessary. This approach has earned us the nick-name of the "Can-Do-Crew". John Elkins' main duty is to contact and solicit the construction community, including our extensive list of certified DBE firms about our upcoming projects. We will work with the minority community to meet or exceed our participation goal by focused solicitation, negotiation and explore participation at all tiers in the project. Implementation of this plan includes contacting our own in-house vendor database as well as making sure to have project documents available at the minority business councils and to have the invitation to bid printed in their respective publications and circulars. The project plans and manual posted online to iSgFt can be made accessible even to non-member vendors without charge. The online takeoff tools are provided free of charge, so this can also encourage participation by eliminating the cost of obtaining the project documents. The project includes a dramatic entry rotunda with a suspended Texas Star at the ceiling and a terrazzo Texas Star at the floor. The exterior of the rotunda entry is glass and composite aluminum panels. The project includes marble interior walls at the public areas with tile floors. The entry also includes a curved grand stair case and glass and stainless steel handrails at the atrium balconies. Another unusual aspect of this project is the custom exposed beams at the atrium ceilings with Texas Star cut outs. The project also includes projected aluminum sun shades at the windows to reduce the amount of light entering the building and increase the overall building energy efficiency. Steele & Freeman provided successful preconstruction services helping the County and Architect meet the budget goals through credible design development estimating and value engineering suggestions and pricing. We are currently under construction and on schedule with this project. Further specifics of these services are described in Section IV of this submission. At this time, we are involved in a study with the goal of making modifications to the design of this project in order to attain LEED Certification. The main feature of this 73 acre campus is the three story, 395,000 square foot main building. The main building consists of structural concrete and masonry veneer educational wing that measures over 600 feet from end to end. The campus also includes competition football, baseball, and softball fields. There are also multiple practice football fields, practice baseball and softball fields, eight tennis courts and track and field event facilities. The athletic facilities are irrigated by two Paluxy water wells and a 250,000 gallon above ground storage tank. Our contractual completion date was December 19th, however the school district needed to have the students in school by August 4th. Steele & Freeman modified our construction schedule and sequencing to accomplish this goal. We then completed the auditorium in the remaining 120 days. Each school is an 81,000 s.f. conventional structural steel framed building with a load bearing masonry structure with brick veneer exterior. The roof system is combined modified bitumen and standing seam roof. The front of the building consists of two brick covered canopies with cast stone columns and a stamped, colored concrete leading up to the entrance, with cast stone arches. The interior features a stage area and concept cafeteria, a library and a gymnasium. Both projects have a geothermal mechanical system. The geothermal system consisted of 252 wells, pumps, piping and energy management system. The facility was built in ten months using a fast track schedule, overcoming delays at the beginning of the project. I Town of Westlake Arts and Sciences Center RFQ : Section IV - Proposed Team and Approach to Proiects A. Describe the firm's proposed approach to preconstruction services, including its capabilities and availability of estimating and scheduling resources. Address the firm's concept of plan review and value engineering during the document development phases to maintain constructability budget and schedules. Describe the firm's approach to staying abreast of emerging technologies, innovative design practices, and the current market pricing structure. Special emphasis should be placed as to how your firm handles value engineering and estimating of M.E.P. systems. Describe how your proposed team will manage and control the construction phases for the project. Approach to Preconstruction Services We take a very pro-active and team oriented stance with regard to the preconstruction phase of the project. We feel that this is the stage at which we can truly offer value to the Owner in the form of our design and construction experience, estimating abilities and resources, and scheduling expertise. We have two full time estimators who utilize estimating software as well as input from key subcontractors and suppliers with whom we have forged excellent relationships and who we feel can offer us accurate cost data to augment our own estimates. We have a full time preconstruction manager as well as our two Vice Presidents, our Project Executive, and our Executive Vice President who all oversee the estimating and preconstruction processes on each project. We feel that we offer superior preconstruction services, which we have honed over the course of our more than $500 million in construction management experience. Concept of Plan Review and Value Engineering From the moment we receive any progress set of plans, we move expeditiously to perform a full analysis of the drawings and formulate estimates that are as accurate and complete as possible, given the level of detail in the drawings. We treat each document release at each phase of the schematic, design development, and construction document process as a new estimating exercise. We do this to make sure that we are not recycling or relying on previous information and are producing as "fresh" an estimate as possible. We make note of changes in the estimate that are made in each document release to make sure we are aware of what has changed and the impact any changes will have on the current estimate. This gives the design and preconstruction team a historical reference of how the estimate has evolved and responded to design changes and added detail inherent in the design process. As the design develops, we explore value engineering initiatives, gleaned from our own experience as well as from suggestions offered by subcontractors and suppliers that we obtain pricing information from. We develop a value engineering "shopping list" that will grow into a useful tool for the Owner and design/preconstruction team to use in order to keep a reign on the design as it relates to the target budget. Our goal in developing value engineering initiatives is to work hand in hand with the Owner and Architect to come up with initiatives that do not sacrifice the design intent or programming of the facility, but that offer useful cost saving measures. We believe in working very hard to value engineer the design in a manner that is not detectible to the end user but that accomplishes the goal of meeting the project budget while incorporating as many of the Owner and Architect's programming and design parameters as possible. I Town of Westlake Arts and Sciences Center RFQ 111-w- Approach to Staying Abreast of Emerging Technologies We are a very technology driven firm, both from the standpoint of preconstruction as well as construction. Our estimating and preconstruction department makes use of estimating software, digitizers, and other electronic means of producing estimates. We do not rely solely on technology in our estimating but rather as a means of enhancing our traditional estimating skills and processes. We utilize an "electronic plan room" process which allows us to scan all plans and specifications and post them to a website for download by the subcontractors and suppliers. We have found that the majority of subcontractors and suppliers have migrated to an electronic document format in their daily operations and are very adept at using electronic document services for their estimating and construction. We use this technology with e-mail notifications of bid dates, addenda postings, etc. as a part of a comprehensive electronic and traditional printed document estimating and preconstruction process. We also utilize the latest technology in our construction process. Our project managers utilize laptop computers and a virtual private network interface with our main network. We have implemented the latest Primavera project management software suite, which is web-based to allow access to our network database from any computer location with an internet connection. Furthermore, we have implemented a "wireless jobsite" system in order to allow our jobsites to be unfettered by wired internet and phone connections, which are often difficult and costly to obtain on temporary jobsite locations. Our jobsites are typically served by a wireless internet connection that is located on the jobsite and serves as our project managers' internet access point as well as our web-camera connection. We utilize cell phones as our communication solution on the jobsites which allows our site supervisors the mobility to communicate while observing and coordinating the project. We keep a constant eye on the technological advances that we feel might be useful and effective to our operations and offer added value to the project. Approach to Staying Abreast of Innovative Design Practices Our extensive construction management experience, as well as our diverse portfolio of project types, has given very broad exposure to a variety of design practices. We have been involved in the design and preconstruction processes of numerous educational, municipal, industrial, healthcare, religious, retail, transportation, military, and other project types of greatly varying design. We have seen many projects with very challenging budget constraints that required extensive value engineering. This process always involves innovation as we seek to meet the project budget without compromising the design intent and programming of the project. Approach to Staying Abreast of Current Market Pricing Structure Our effectiveness as a market leader in preconstruction services is a product of our relentless pursuit of the most current market cost data available. Our extensive construction management experience, our relationships with key subcontractors and suppliers, our attention to market trends and pricing data, and the resources available to us via our trade organizations are paramount to this process. We utilize historical data while keeping that data as current as possible so as not to rely on outdated information. Steele & Freeman, Inc. I Town of Westlake Arts and Sciences Center RFQ R M10 We keep our "finger on the pulse" of the market so as to glean any information we can regarding pricing increases or decreases, material shortages or surpluses, commodities data and other economical indicators that could affect the construction market. Value Engineering and Estimating of M.E.P. Systems M.E.P. systems are critically important to the design of any project, from the standpoints of function, energy efficiency, and project cost. We have experience with a myriad of systems and are keenly aware of the pros and cons of each and their impact on the project budget. We have extensive experience with geothermal HVAC systems and have constructed many projects with such systems. We have also gained valuable insight on various technology systems in the many school projects we have built. We work diligently from the outset of the preconstruction process to offer any suggestions or insight we have available on the particular M.E.P. systems that the Owner and Architect may wish to consider. We will run cost comparisons as necessary on varying systems to evaluate the cost impact of those systems. We enlist the input of key M.E.P. contractors to offer us the most informed and useful data as possible regarding the use of particular system types and their respective costs. Management and Control of Construction Phases of the Proiect Once we progress to the construction phase of the project, we employ what we consider to be a proven process of construction means, methods, systems, and procedures that assure the project is built in a timely manner and of superb quality. We have highly qualified project managers, superintendents, and field personnel who are tasked with making the project a success. We have clearly defined policies and procedures manuals aimed at providing our staff with consistent direction in all aspects of the construction of our projects. We begin each project with a "kick-off meeting" in which we study the project and formulate where we will place our office trailer, entrances, storage yard areas, concrete wash-out, etc. We plan a very organized and efficient mobilization effort and set up a neat and orderly jobsite. We control access to the jobsite for deliveries, visitors, etc, so as to maintain an organized and efficient project site. We conduct safety inspections on a daily basis in addition to employing the services of two separate safety consulting firms who perform weekly inspections.. We train our employees in the OSHA 30 Hour safety course to have a highly trained staff with regard to safety standards. We maintain a diligent storm water pollution prevention plan to make sure our construction activities do not adversely affect the environment and community. We conduct weekly subcontractor and Owner/Architect/Construction Manager coordination meetings to foster communication and coordinate key issues, schedule, and all critical aspects of the project. We utilize web cameras that can be accessed via our website to offer the Owner, Architect, and community a way of keeping an eye on the project and seeing it come to fruition. We have a full time surveyor with robotic equipment which we use to verify the layout of our subcontractors' work so as to provide a double check system aimed at preventing removal of work due to layout errors. While these are just a few of the many construction processes that we use to manage the project, it is our attention to quality control that we feel is paramount to our success as a construction manager. The finished product must be built according to the contract Steele & Freeman, Inc. I Town of Westlake Arts and Sciences Center RFQ documents and it is our goal to make sure of that, as well as to make sure the workmanship is of superior quality. It is that attention to quality that allows us to minimize the punch lists that the Architect must prepare. We formulate our own punch lists prior to the preparation of the Architect and Owner's lists. We present this completed list to the Architect for use in preparing the master punch list,which streamlines the process. Finally, we gather and assemble the close-out documentation throughout the course of the project, not simply at the end. This allows for an expedited turn-over of the facility to the Owner. We arrange for Owner training to take place at the earliest time possible so the Owner is educated on the use of their building systems and equipment prior to move- in. We assemble and transmit the closeout documents in hard copy as well as electronically in scanned PDF format on a compact disc for easy reference. All of these processes are a part of what we consider to be a very comprehensive, effective, and superior project controls program. B. Understanding of Guaranteed Maximum Price services to comply with the State of Texas Local Government Code Bid Requirements and how liabilities, bonds and insurance are relevant to the scenario in relation to Owner, Contractors and Construction Manager. Senate bill 510 altered public entities construction service procurement procedures. It provides civic representatives enhanced methods to contract construction projects faster, more economically and with greater quality control. A very comprehensive comparison and explanation of the available project delivery systems can be seen on our industries' web site at www.quoin.org/Legislative/Project_Delivery.pdf. Insurance and Performance & Payment bonds are not limited by the use of a CM at Risk contract agreement. The insurance certificates and bonds are provided by the Construction Manager for the total cost of the project. These are issued when the Guaranteed Maximum Price is completed and amended to the contract agreement. Using a CM at Risk contract has the same basic liabilities as a stipulated sum contract. A CM at Risk contractor is however bound by the agreement to provide preconstruction services increasing the CM's exposure to potential liabilities. The construction manager has the fiduciary responsibly for responsible budget estimating, accurate cost reporting, and following state and county procedural guidelines. C. Identify the individuals you propose as a part of the Project Team, and describe their responsibilities for the project, including what involvement each individual will have in the preconstruction and construction phases of the project. Present a proposed organization and reporting chart for the proposed team, and how they will interact with other members of the District. The following personnel should be available based on the preliminary schedule of work. All personnel can be interviewed by the Owner/Architect prior to award. Mike will attend all pre-construction meetings to insure that our personnel provide the information timely and accurately. His commitment would be approximately 5% of his time to these projects. Darrell Benton, the Executive Vice President and one of the owners of Steele & Freeman, will be equally involved in the project. However, he will take a more active role in production on the jobsite, attending some Owner/Architect meetings as well as some weekly subcontractor coordination meetings. His commitment would be approximately 10%of his time on this project. David Marsh, AIC, CPC and company Vice President, will coordinate all preconstruction services as well as attend the Owner/Architect meetings during pre-construction. David will complete the budgeting, value engineering, and composing of the final GMP. In addition, he assists the project manager with estimating of changes during construction.
