RESOLUTION NO. 10-06
A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF WESTLAKE,
TEXAS, ENTERING INTO AN AGREEMENT WITH GRAHAM ASSOCIATES, FOR
ENGINEERING SERVICES RELATED TO THE CONSTRUCTION OF
STAGECOACH HILLS WATERLINE IMPROVEMENTS AT A COST OF
APPROXIMATELY $29,610; AND AUTHORIZING THE TOWN MANAGER TO
EXECUTE THE AGREEMENT OF BEHALF OF THE TOWN OF WESTLAKE,
TEXAS.
WHEREAS, the state requires water purveyors to provide a safe and adequate supply of
water to citizens and water customers within their geographic service area; and
WHEREAS, certain sections of waterlines within the Town's distribution system have
deteriorated to a point where they have required numerous repairs and compromise the efficiency
of Town operations; and
WHEREAS, the Town Council find that replacing the waterlines within Stagecoach
Hills is sound infrastructure planning consistent with goals and objectives within the adopted
strategic plan; and
WHEREAS, the Town Council find that replacing the waterlines within Stagecoach
Hills works to achieve the Town's desire to provide safe drinking water; and
WHEREAS, the engineering costs for the waterline improvements in Stagecoach Hills
are included in the adopted FY 2009/2010 budget; and
NOW, THEREFORE, BE IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN
OF WESTLAKE, TEXAS:
SECTION 1. All matters stated in the Recitals above are found to be true and correct and
are incorporated herein by reference as if copied in their entirety.
SECTION 2. The Town Council of the Town of Westlake hereby approves the contract
with Graham Associates, Inc., for the engineering services for the waterline improvements in
Stagecoach Hills, attached as Exhibit "A", and further authorizes the Town Manager to execute
the agreement on behalf of the Town of Westlake, Texas.

Re: Proposal for Engineering Services
Water Line Improvements for Stagecoach Hills
Dear Jarrod:
Graham Associates, Inc. is pleased to present this proposal for engineering services
associated with the proposed water line improvements for Stagecoach Hills. We propose
to provide a complete civil engineering package including surveying, construction plans
and bidding assistance.
Based on our understanding of the project, we propose the following scope of services:
A. Surveying
1. Perform a topographic survey of the alignment for design purposes. We already
have partial topographic data from the drainage project so we will only survey the
remaining areas of the subdivision not previously done.
Fee: $4,660
2. Provide construction staking for the project consisting of alignment and grade
stakes.
Fee- $4,850
B. Civil Construction Plans
The plans will be prepared in accordance with Town of Westlake design requirements
and specifications.

Fee: $18,900
C. Bidding Assistance and Construction Services
1. Prepare a tabulation of bids received.
2. Assist in researching the successful bidder.
3. 'Visit the construction site to review progress.
Fee: $1,500
Total Fee: $29,910
The above scope of work does not include a tree survey, electrical or structural design, lot
boundaries, traffic control plan, or geotechnical engineering.
The above services do not include reimbursable charges such as printing, messenger
services, etc. Reimbursable charges will be billed at direct cost plus 10%.
Billing shall be on a monthly basis for work completed to date with payment due the 15th
of the month following invoice date. Consultant reserves the right to stop work if
payment is not received within. 30 days of invoice date until such time as satisfactory
payment arrangements have been made. Ownership of all plans, reports, surveys and
other related data remain the property of Graham Associates, Inc. until payment for
services has been received.
