RESOLUTION NO. I1-38
A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF WESTLAKE,
TEXAS, AUTHORIZING THE TOWN MANAGER TO EXECUTE A CONTRACT
WITH GRAHAM ASSOCIATES, FOR ENGINEERING SERVICES RELATED TO THE
CONSTRUCTION OF STAGECOACH HILLS WATERLINE IMPROVEMENTS.
WHEREAS, the state requires water purveyors to provide a safe and adequate supply of
water to citizens and water customers within their geographic service area; and
WHEREAS, the Town Council find that extending the waterline to Stagecoach Hills is
sound infrastructure planning consistent with goals and objectives within the adopted strategic
plan; and
WHEREAS, the engineering costs for the waterline construction to connect Stagecoach
Hills is included in the adopted FY 2011/2012 budget; and
WHEREAS, the Town Council finds that the passage of this Resolution is in the best
interest of the citizens of Westlake.
NOW, THEREFORE, BE IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN
OF WESTLAKE, TEXAS:
SECTION 1: All matters stated in the Recitals above are found to be true and correct
and are incorporated herein by reference as if copied in their entirety.
SECTION 2: The Town Council of the Town of Westlake hereby approves the contract
with Graham Associates, Inc., for the engineering services for the waterline improvements in
Stagecoach Hills, attached as Exhibit "A", and further authorizes the Town Manager to execute
the agreement on behalf of the Town of Westlake, Texas.
SECTION 3: If any portion of this Resolution shall, for any reason, be declared invalid
by any court of competent jurisdiction, such invalidity shall not affect the remaining provisions
hereof and the Council hereby determines that it would have adopted this Resolution without the
invalid provision.

SECTION 4: That this resolution shall become effective from and after its date of
passage.

Water Line Connection Improvements for Stagecoach Hills
Dear Jarrod:
Graham Associates, Inc. is pleased to present this proposal for engineering services
associated with the Proposed Water Line Connection for Stagecoach Hills as outlined in
the Town's current capital improvement plan. This project is a continuation of the
previous installation (2010-2011) of new water lines within the Stagecoach Hills
development. This portion of the project shall consist of the water line connection along
Roanoke Road from Stagecoach Circle to the existing 20-inch water line at the south end
of the TD Auto Finance building (Approx 3,900 LF of 12-inch water line) and will
complete the overall CIP project. We propose to provide a complete civil engineering
package including surveying, construction plans and bidding assistance.
Based on our understanding of the project, we propose the following scope of services:
A. Surveying
1. Perform a topographic survey of the alignment for design purposes. We already
have partial topographic data from the initial phase of this project so we will only
survey the remaining areas of the proposed alignment along Roanoke Road as
needed for design.
Fee: $3,220 Hourly Not to Exceed
2. Provide construction staking for the project consisting of alignment and grade
stakes.
Fee: $3,840 Hourly Not to Exceed

B. Civil Construction Plans
The plans will be prepared in accordance with Town of Westlake design requirements
and specifications.

7. Construction Detail Sheets
8. Contract Documents
Fee: $21,750 Lump Sum
C. Bidding Assistance and Construction Services
1. Advertise and assist in bidding process including attending a pre-bid meeting.
2. Attend bid opening and prepare a tabulation of bids received.
3. Prepare a letter of recommendation for contract award & attend Council meeting.
4. Attend a pre-construction meeting and issue the notice to proceed.
5. Visit the construction site to observe progress and address any construction
conflicts as needed.
6. Assist in the responses and resolution of contractor RFI's.
7. Attend a final walk-through and generate/distribute a punch list.
8. Prepare record drawings from the contractor's red-line documents.
9. Issue a final acceptance letter upon completion of all items.
Fee: $2,360 Hourly Not to Exceed
Total Fee: $31,170
The above scope of work does not include a tree survey, separate instrument easement
documents, platting, electrical or structural design, boundary surveys, traffic control plan,
geotechnical engineering, landscaping or irrigation, lighting design, SWPPP, inspection,
construction management or as-built survey verification.
The above services do not include reimbursable charges such as printing, messenger
services, etc. Reimbursable charges will be billed at direct cost plus 10%.

Billing shall be on a monthly basis for work completed to date with payment due the 15th
of the month following invoice date. Consultant reserves the right to stop work if
payment is not received within 30 days of invoice date until such time as satisfactory
payment arrangements have been made. Ownership of all plans, reports, surveys and
other related data remain the property of Graham Associates, Inc. until payment for
services has been received.
