PUBLIC ART COMPETITION ADVISORY COMMITTEE
MARCH 18, 2019
PRESENT: Russell Tether (Chairperson), Robin McCaffrey, Rebecca Lawton, Sue Canterbury,
Judy Deaton, Chris Worley, and Barry Whistler

SUMMARY OF MEETING MINUTES:
Approval of Minutes: Minutes from the February 11th were discussed but not presented for
approval. These minutes will be considered at the April 15, 2019 meeting.
Consideration of a New Member: Patricia Dellorfano was introduced by Tom Brymer as a
possible new member to the Westlake Public Art Competition Advisory Committee. After this
introduction, the Committee affirmed their desire that the Town Council appoint Patricia
Dellorfano as a new member of the Westlake Public Art Competition Advisory Committee.
Note: At the March 25 meeting of the Westlake Town Council, Patricia Dellorfano was
appointed as a member of the Westlake Public Art Competition Advisory Committee by
unanimous vote.
Russell Tether: Open the meeting by acknowledging that all WPACAC members were present
with 2 conferencing in via video. Mr. Tether further stated, “let’s take this opportunity to discuss
and decide the semi-finalists for the Westlake Public Art Competition”. Mr. Tether proposed that
the group collectively look at the previously established shortlist of 10 artists. Mr. Tether noted
that Committee staff has images gathered from these 10 artists to project for group viewing and
general discussion.
Kirk McDaniel: Mr. McDaniel had a prepared presentation showing examples of the artwork by
each of the 10 short list artists as well as some videos that certain artists had created. Mr.
McDaniel showed the presentation to the WPACAC (as well as Paloma Añoveros and Katie
Blair, attending via video conference).

The work of each artist was discussed as the images and/or videos were individually reviewed.
The goal of this discussion was to establish artists whose work stood out and qualified them to be
considered for semi-finalists. During this discussion a list of general considerations relative to
evaluating the work was generated. These considerations include the following:
1. Be interactive
2. Have day and night visibility
3. Be accessible to citizens
4. Address the “swale”
5. Be a beacon for the community
6. Show consideration of the environment
7. Have controlled illumination, be mindful of Westlake’s “Dark Sky” commitment
The Committee started their review with the intent of selecting 3 semi-finalists from the short list
of 10.
Russell Tether: After the presentation, Mr. Tether polled the Committee members for their
semi-finalist’s recommendations. The recommended Semi-finalists (by committee member)
were:

After the Committee members had made their recommendations, Russell Tether asked Patricia
Dellorfano to make her recommendation. Ms. Dellorfano’s recommendation was:

After each Committee member made their recommendation a tabulation of artists and the
number of recommendations they received was produced by Kirk McDaniel which is as
follows:

General Discussion: This precipitated a general discussion of choosing 3 semi-finalists from the
list of 4 high scoring artists. The Committee felt that selecting 3 would be difficult as the top 4
scored so close.
Robin McCaffrey: Stated that the amount of money in the honorarium account would allow the
Committee to grant honorariums to 4, if the Committee so desired.
Russell Tether: Observed that the votes were closely clustered around 4 artists. Therefore, he
suggested that the Committee follow the suggestion of Robin McCaffrey and make a decision on

Chris Worley: Made a motion to notify the top scoring 4 that they are semi-finalists.
Robin McCaffrey: Seconded the motion
Motion: The motion to notify the 4 top scoring artists that they would be the semi-finalists was
unanimously approved. The selected Semi-finalists are:

3. Michael Singer
4. Matthew Mazzota
General Discussion: There was a brief discussion that the 2 yr. terms of the Committee
members was about to expire, and some action should be taken to stagger committee tenure.
Tom Brymer presented a staggering plan for Committee consideration.

Russell Tether: Stated that this should be a discussion item for the next committee meeting.
A motion was made to adjourn the meeting by Robin McCaffrey. Chris Worley seconded the
motion. The motion passed unanimously.
