Work Session 1. CALL TO ORDER Mayor Wheat called the work session to order at 3:20 p.m. Town Council Minutes 06/03/19 Page 1 of 2 2. DISCUSSION OF THE PROPOSED ACADEMIC (WESTLAKE ACADEMY) AND MUNICIPAL BUDGET FOR FISCAL YEAR 2019-2020, FUNDED AND UNFUNDED (UNDER DISCUSSION) PROJECTS CONTAINED IN THE TOWN'S PROPOSED FIVE (5) YEAR CAPITAL IMPROVEMENT PLAN. • WESTLAKE ACADEMY FACILITY MASTER PLAN • ENROLLMENT FORECASTS Town Manager DeGan and Assistant Town Manager Greenwood provided a presentation and overview of the proposed budget. Discussion ensued regarding personnel staffing levels, the lack of noise from the sirens from the new Fire & EMS Station, the propose increase of the Police Services contract, property tax rates, Senate Bill 2 — Property Tax Reform, the property reduction fund, capital projects, State Highway 114 improvements, trail connectivity, Opticom control, the cost of updating Wayfinding signage, the maintenance &storage facility on Dove Road, unfunded capital projects — a traffic circle at Randol Mill Road & Dove Road, State revenue assumptions based on House Bill 3, increasing the number of students in the upper grades, how facility allotment is determined, academy personnel staffing levels, janitorial staffing, facility options using Stantec's guidance, and moving DP students off campus. 3. COUNCIL RECAP / STAFF DIRECTION - Future discussion regarding the Town Commons area included in the Comprehensive Plan. - Removing the Academy underpass from the Capital Unfunded Projects list. - Adjusting the property tax rate below the roll back rate. - Reviewing available cash funding options. 4.
