Re: Addendum to Agenda Item 6 - CONDUCT A PUBLIC HEARING AND CONSIDERATION OF
ORDINANCE 870, A CONCEPT/DEVELOPMENT PLAN FOR SCHWAB WAY ON AN
APPROXIMATELY 52.87-ACRE PORTION OF PLANNED DEVELOPMENT DISTRICT NUMBER
3-5A (PD 3-5A). THE PROPERTY/ROADWAY IS GENERALLY LOCATED SOUTH OF AND
ALONG STATE HIGHWAY 170 AND STATE HIGHWAY 114, BETWEEN JT OTTINGER ROAD,
AND THE SOUTHERN TERMINUS OF TROPHY LAKE DRIVE.
As part of the review of the Schwab development, town staff requested that Lee Engineering
perform a traffic impact analysis (TIA) specifically for the Charles Schwab campus (including phase
and phase two construction). Town staff made this request to provide more clarity of the direct
impacts from the Schwab development, separate and apart from the future “mixed-use” portions
of the Project Blizzard development included in the TIA submitted from the developer.
A draft of the TIA was submitted to staff on Monday October 22nd. Staff has since reviewed the
findings of the draft TIA with both Charles Schwab and Hillwood and worked with both parties to
come to an agreement for what staff believes is a sustainable path forward. To briefly
summarize, the draft TIA provided by Lee Engineering recommends the following mitigation
measures:
• Reconfiguration of lanes and turning movements on the Trophy Lake Drive/Schwab Way
bridge over SH 114;
• Construction of a U-turn lane on the west side of the Trophy Lake Drive/Schwab Way
bridge over SH 114 from the east-bound SH 114 service road to the west-bound SH 114
service road;
• Construction of additional turn lanes at the intersection of Trophy Lake Drive and Schwab
Way and SH 114;
• In addition to the connection of Schwab Way to SH 114, provide two additional
connections from Schwab Way to the SH 170 service road, which may include a
connection J. T. Ottinger Road thereby providing for the more effective diffusion of traffic
from the Schwab site.

J. T. Ottinger Road Recommendations. Given a Schwab Way terminus at J. T. Ottinger Road,
the Lee Engineering TIA projects a relatively minimal increase on traffic on J. T. Ottinger Road.
Specifically, if the Schwab Way connection is made at J. T. Ottinger Road, then it is predicted
that 5% of the exiting site traffic will be added to J. T. Ottinger Road. However, in assuring
the minimal impact, Lee Engineering recommends that Schwab Way have full right-of-way
control up to the intersection of SH 170 such that J. T. Ottinger Road traffic must yield
(through a stop sign) to Schwab Way traffic at the intersection of J. T. Ottinger Road and
Schwab Way. This would require a minor re-configuration of J. T. Ottinger Road which would
occur simultaneous to the Schwab Way connection.
Therefore, in addition to the recommendations contained in the proposed Ordinance 870
approving the Schwab Way Phase Two improvements, staff recommends the following additional
conditions be added to the approval of agenda item number six (6):
“As part of the phase two requirements noted in ordinance 870, the developer of Schwab Way
shall complete the following:
• Pending the acquisition of right-of-way necessary to connect Schwab Way to Parrish Lane,
Schwab Way Phase 2 shall terminate at J. T. Ottinger Road as part of the Schwab Way
Phase Two improvements identified in Exhibit A of Ordinance 870.
• The developer of Schwab Way shall improve J. T. Ottinger Road from the intersection of
Schwab Way to the intersection of SH 170 such that traffic mitigation and movement is
addressed and optimized. Improvements may include but are not limited to: additional
pavement, resurfacing of existing pavement, addition of and/or alteration to, vehicle lanes
and markings, traffic control devices, traffic safety islands, safety lighting, etc.
Improvement details shall be included in the development agreement noted in Ordinance
870.

• A street shall be constructed that connects Schwab Way to SH 170. Said street shall be
generally located on the western portion of the Schwab Way with the final location to be
included in the development agreement noted in Ordinance 870.
• It is acknowledged that expansion of traffic capacity to the Trophy Lake Drive/Schwab
Way bridge over SH 114 to include additional lanes (including U-turn lanes) and wider
pedestrian and bike facilities shall not be solely at the expense of the Schwab Way
developer. Coordination of planning and future funding any expansion shall be addressed
in a regional manner and include the developer, surrounding communities, TxDOT, Denton
County, etc.
• The Town recognizes that J. T. Ottinger Road where it intersects with Schwab Way is not
on the Comprehensive Plan Master Thoroughfare Plan and, as such, is not scheduled for
any future capacity improvements. Therefore, in mitigating any future impacts related to
increased traffic on J.T. Ottinger Road south of the intersection with Schwab Way, the
Town may exercise additional measures including installation of traffic calming devices, ,
reconfiguration of traffic lanes and intersections, prohibition of through traffic, restrictive
turning movements on westbound Schwab Way where it intersects with J. T. Ottinger
Road, and full or partial closure of J. T. Ottinger Road. Adoption of any of these measures
shall require the approval of the Town Council.”
