A Comprehensive Plan will…

Why a Comprehensive Plan?
What is a Comprehensive Plan?
Section 213 of Texas Government Code:
•Sound development of municipalities (including land use and
neighborhood protection)
•Promoting public health, safety, and welfare;
•Lessen congestion in streets and roads (non-attainment);
•Secure safety from fire, panic, and other dangers;
•Provide adequate light and air;
•Prevent over -crowding of land;
•Facilitate adequate provision of transportation, water, sewers, parks,
and other public requirements
•Preserve areas of historical, cultural, or architectural importance.
Regulations in these areas should be guided by a Comprehensive Plan.

•“Purpose of promoting sound development of
municipalities and promoting public health and
welfare”
•The powers derived from promoting the “Public
Interest” comes from the extent to which the public is
involved in defining that term;

consequences;
•The Plan is central to a variety of regulations;
•As a town grows, issues of adjacency,
preservation, and resource allocation become
more complex;
•Defining the public interest in actionable
terms is critical to promoting the public
interests.
