The Comprehensive Plan describes a process that determines community goals and aspirations in terms of community development. The outcome of comprehensive planning is the Comprehensive Plan which dictates public policy in terms of: Transportation Utilities and Infrastructure Land use Recreation Housing What is the Comprehensive Plan?  Town Council Comprehensive Plan Future Land Use Parks and Open Space Hike and Bike Water Wastewater Drainage Thoroughfare Relationship to Other Plans   Comprehensive Plan- not required by law  But if a city has a comprehensive plan, it must adopt zoning regulations in accordance with that plan.
