ORDINANCE NO. 721
AN ORDINANCE OF THE TOWN COUNCIL OF THE TOWN OF WESTLAKE,
TEXAS, APPROVING A SITE PLAN FOR THE "PLANNING AREA 2" PORTION OF
PLANNED DEVELOPMENT DISTRICT #1 (PD1 -2), ESTABLISHED BY ORDINANCE
703 FOR THE PROPERTY GENERALLY LOCATED ON THE SOUTH SIDE OF HWY
114, EAST OF DAVIS BOULEVARD, AND NORTH OF SOLANA BOULEVARD, AND
AS MORE PARTICULARLY DESCRIBED BY EXHIBIT "A", ATTACHED HERETO
AND INCORPORATED HEREIN BY REFERENCE, PROVIDING AN EFFECTIVE
DATE; PROVIDING A PENALTY CLAUSE; AND PROVIDING FOR A SAVINGS
CLAUSE.
WHEREAS, the Town of Westlake, Texas is a general law Town; and
WHEREAS, the Town Council of the Town of Westlake finds it necessary for the public
health, safety and welfare that development occur in a controlled and orderly manner; and
WHEREAS, the Town Council of the Town of Westlake finds that the platting of
property in an integral part of the land development process; and
WHEREAS, upon the recommendation of the Planning and Zoning Commission, the
Town Council of the Town of Westlake, Texas, is of the opinion that it is in the best interests of
the town and its citizens that the Site Plan for the PD1 -2 Planning Area (Exhibit "B") be
approved and adopted.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE
TOWN OF WESTLAKE, TEXAS:
SECTION 1: That all matters stated in the preamble are found to be true and correct and
are incorporated herein as if copied in their entirety.
SECTION 2: That the Town Council of the Town of Westlake, Texas, does hereby
approve a Site Plan for PD1- 2 for approximately 85 acres located on the south side of Hwy 114,
east side of Davis Boulevard, and north of Solana Boulevard, as reflected in Exhibit "A",
attached hereto.
SECTION 3: The Development Plan is further approved subject to the compliance with
the following additional conditions:
1. Approval is subject to the building design and architecture as submitted to the
P&Z at this meeting. This would include granting the variance that the Applicant/Developer is
requesting to the Town's building articulation requirements on the building's side closest to
SH 114.

2. Add a note on the site plan requiring cross access for vehicular traffic on all
abutting tracts.
3. While not requiring a solid waste collection (dumpster) location on this Site Plan,
add a stipulation that solid waste collection for this Site Plan will be addressed in a joint (i.e
consolidated) solid waste collection point for this and adjacent tracts which will be a part of the
consideration for approval of Site Plans for the adjacent tracts. All trash receptacles shall be
screened from view.
4. A lighting plan must be submitted for this Site Plan that meets the requirements of
the Section 14 of zoning ordinance for this site (Ordinance No. 703) as well as Chapter 102 of
the Town's Code of Ordinances.
5. All electrical, plumbing, and mechanical equipment, piping, and metering shall be
screened from view. When screening is not possible, painting to match the exterior of the
portion of the building in closest proximity to the above mentioned items is required.
SECTION 4: It is hereby declared to be the intention of the Town Council of the Town
of Westlake, Texas, that sections, paragraphs, clauses and phrases of this Ordinance are
severable, and if any phrase, clause, sentence, paragraph or section of this Ordinance shall be
declared legally invalid or unconstitutional by the valid judgment or decree of any court of
competent jurisdiction, such legal invalidity or unconstitutionality shall not affect any of the
remaining phrases, clauses, sentences, paragraphs or sections of this Ordinance since the same
would have been enacted by the Town Council of the Town of Westlake without the
incorporation in this Ordinance of any such legally invalid or unconstitutional, phrase, sentence,
paragraph or section.
SECTION 5: That this Ordinance shall be cumulative of all other Town Ordinances and
all other provisions of other Ordinances adopted by the Town which are inconsistent with the
terms or provisions of this Ordinance are hereby repealed.
SECTION 6: Any person violating any of the provisions of this ordinance shall be
deemed guilty of a misdemeanor offense and upon conviction thereof shall be fined in a sum not
to exceed Five Hundred Dollars ($500.00) for each separate offense. A separate offense shall be
deemed committed upon each day, or part of a day, during which a violation occurs or continues.

SECTION 7: This ordinance shall take effect immediately from and after its passage as
the law in such case provides.

Dear Michael,
I received you e-mail mentioning my appearance at the Monday meeting regarding Entrada.
Unfortunately, I have another out of town meeting that I have committed to. However, I am writing this
explanation of the architectural issues that I feel are relevant to this review. My points are as follows:
The style chosen for this project derive from the Zoning Ordinance and use of the term "European
Village" along with examples of Spanish/ Northern Italian architecture from the Renaissance era. This
style of architecture has several qualities that are important to its distinction.
Quality 1: Planar Simplicity: The picture below illustrates the importance of plain, simple walls and the
amount of solid wall in relationship to opening. These walls are actually absent significant horizontal
offset. Therefore, horizontal offset is an
aesthetic addition rather than an
essential element of style. As an
aesthetic addition "offset" should be used
where it has architectural purpose (such
,f as support of gables, definition of
r separate forms) and not as an ornament.

Quality 2: Base definition. The use of a water table was common in early European Villages for

foundation where concrete slabs were

Quality 3: Visual reference lines: Windows and arches maintain common sill or head relationships across
the elevation. These lines become a source of ornamentation and a great variety of belt course
decorative profiles emerged. Also, note the generous use of glass where such use celebrates special
interior function.
Quality 4: Dominant and Subordinate Masses: note the vertical projection of a dominant mass to which
lesser masses are attached. These masses are expressed as single architectural forms with simple roofs.
Our design for the Entrada Sales Center seeks to capture these qualities in a building design suitable for
our time and construction technology. The Sales Center design contains:
1. Simple Roof forms
2. Dominant Mass
3. Horizontal and vertical alignment of openings, sitting on a decorative reference line.
4. Use of a water table
5. Simple walls discrete to each expressed form
6. Expression of special interior function
