Consider approving an agreement with Texas Engineering Extension Service (TEEX) and
the Town of Westlake pertaining to the State Homeland Security Grant Program.
RECOMMENDATIONS
Approval of the agreement.
BACKGROUND
The Town of Westlake, Department of Public Safety, recently completed the
Domestic Preparedness Assessment for the State of Texas pertaining to Homeland
Security. As a provision of completing this assessment, the Town is eligible for grant
funding under the guidelines established by the State of Texas and administered by the
Texas Engineering Extension Service (TEEX). In order to participate in this grant, the
Town of Westlake must sign the attached sub recipient agreement.
Under the terms of the agreement, the Town is awarded two (2) accounts. The
first account, in the amount of$69,642,00, is the base grant award and is solely available
to the Town for improving its emergency services preparedness. The second account, in
the amount of$127,000.00, is for participation in regional programs. The second account
is targeted to be utilized to improve the existing programs and services of the 14 member
cities and towns of the Northeast Fire Department Association (NEFDA). The Town of
Westlake is a member of this association and as such benefits from association programs
such as the regional Hazardous Materials Response, Technical Rescue, and the Northeast
Explosive Response Teams. Funds from this account will be pooled with other member
cities' and towns' funds to purchase must needed equipment for these teams.

Attached to this memorandum is a copy of the Texas Engineering Extension Service—TEEX
Sub recipient Agreement for the State Homeland Security Grant Program. The sub recipient
agreement outlines each party's responsibilities for implementing the program, the amount of
funding the Town is eligible to receive, the allocation of the funding, and the procedures for
applying for funding and receiving equipment. This agreement is a fairly standard contractual
agreement for federal/ state grants in its intent. Also note that the amount awarded is in two
(2)parts. This is stated on page 14 of the agreement and states:
Total Grant Award $196,642.00
Base Grant Award $ 69,642.00
Regional Allocation from COG $127,000.00
COG Requirements
The regional allocations for the City(as stated in the document—Town) of Westlake is
to be used to purchase equipment in the categories agreed upon through the North East
Fire Department Association (NEFDA). The equipment categories are identified by

Preparedness Assessment website. If you are no longer serving in that capacity please
immediately give this packet to the correct individual.

utilize your State Homeland Security Grant Program sub-grant to improve your jurisdiction's
ability to respond to potential terrorist use of a Weapon of Mass Destruction.

Dear Mayor Bradley-,
I am pleased to inform you that the Town of Westlake has been nominated for a�
State Homeland Security Program sub-grant projected at$196,642-00. Your potential
award includes$69,642.00 to meet local needs, and$127,000.00 to improve regional
capability subject to conditions included in the sub-recipient agreement.
Receipt of funding Is contingent upon your signing of the sub-recipient
agreement indicating your acceptance of its terms and conditions, and upon final
approval from the Office for Domestic Preparedness,U.S. Department of Homeland
Security.
Grant amounts were determined using the recently completed jurisdiction and
Council of Governments, assessments. The Texas Engineering Extension Service
(TEEX), State Administrative Agency for the State Homeland Security Program,
calculated the amounts for local needs and provided an amount for each Council of
Governments to distribute for regional requirements.
Detailed instructions on accepting the grant, the sub-recipient agreement and
necessary documentation associated with implementing the grant will be sent to LL
