MINUTES OF THE MEETING OF
THE BOARD OF DIRECTORS OF THE
TEXAS STUDENT HOUSING AUTHORITY
(AN INSTRUMENTALITY OF THE TOWN OF WESTLAKE)
April 19, 2018

PRESENT: Board members Scott Bradlev, James Krekow, Randy Quick, Paula
Peterson, Katie Kolkmeier and Executive Director Tracy Harrow. Not in
attendance: Trish Howard and Mark Harrow
1. CALL TO ORDER.
President Bradley called the meeting to order at 6:30 pm.
2. REVIEW AND APPROVE MINUTES FOR THE MEETING HELD FEBRUARY 6, 2018.
DISCUSSION: Director Krekow made a motion to approve the minutes of the
February 6, 2018 meeting. Director Kolkmeier seconded the motion.
The motion passed 3-0 with two absentions from Director Quick and
Director Peterson, due to their absence at the Februray 6, 2018
meeting.
3. RECEIVE UPDATE FROM EXECUTIVE DIRECTOR HARROW ON SCHOLARSHIP
COUNT AND VALUE FOR THE CAMBRIDGE AND TOWN LAKE.
DISCUSSION: Executive Director Harrow shared the latest number of scholarship
recipients for the 2018-2019 academic year at The Cambridge and
Town Lake properties. The Cambridge will have one hundred and forty-
eight scholarship recipients, valued at $440,880.00 and Town Lake will
have forty-six scholarship recipients, valued at $116,160. Executive
Director Harrow also shared that nineteen Westlake Academy students
will receive scholarships from TSHA this year. No action taken.
4. RECEIVE UPDATE FROM EXECUTIVE DIRECTOR HARROW ON PENDING
LITIGATION BETWEEN THE CAMBRIDGE AND ITG.

DISCUSSION: Executive Director Harrow stated that depositions are ongoing in the
litigation between The Cambridge and ITG, and that a September trial
date is anticipated. No action taken.
S. DISCUSS AND CONSIDER APPROVAL OF THREE SCHOLARSHIP RECIPIENTS
REQUESTING INCREASED SCHOLARSHIP AMOUNTS FOR HOUSING AT THE
CAMBRIDGE.
DISCUSSION: Executive Director Harrow shared requests from three students to
increase scholarship amounts for housing at The Cambridge. No action
was taken and the matter was tabled pending further investigation of
the matter.
6. RECEIVE UPDATE FROM EXECUTIVE DIRECTOR HARROW ON THE CAMBRIDGE
ROOF REPLACEMENT.
DISCUSSION: Executive Director Harrow provided an update that hail damage was
discovered at The Cambridge and was evaluated by the insurance
company. A total loss was determined by the insurance company and
final approval for a new roof should be finalized in coming days.
Asset Campus will then start getting vendor bids to complete the
replacement of the roof. No action taken.
7. RECEIVE UPDATE FROM EXECUTIVE DIRECTOR HARROW ON THE ON-SITE
INSPECTION OF TOWN LAKE APARTMENTS.
DISCUSSION: Executive Director Harrow updated the Board on her observations
during a recent on-site inspection of Town Lake Apartments. Executive
Director Harrow stated that a number of outdoor spaces, including the
pool, volleyball court, and basketball court have been renovated.
Executive Director Harrow also shared that the fitness center and lobby
received a renovation. No action taken.
8. ADJOURNMENT
President Bradley adjourned the meeting at 7:18 pm.
