UPDATE AND PROGRESS
•Art like Landscape is a determinism of Town form that
arises from the location and culture of the place
•Economic determinism alone produces a
sameness…ubiquitous/ inorganic assimilation of place in a
regional fabric = suburbanization
•Westlake has taken measures to make its natural fabric
and historic fabric more influential.For example the Knolls
of Solana,landmark landforms,waterways,etc.as
identified in the Comprehensive Plan.
•These derive from the history and landscape
•Now ART which derives from the current culture…thereby
completing the connection between past, present, and
future.
•Westlake is unique as it comes to the threshold of great
change and is yet largely unbuilt.
•Therefore Art is not remedial…but…can be form giving.

PUBLIC ART COMPETITION ADVISORY COMMITTEE
TO DATE THE PUBLIC ART COMPETITION ADVISORY
COMMITTEE HAS ACCOMPLISHED:
1. Established and affirmed a Competition based program
2. Established a Competition process
3. Selection of a site for the first Competition
4. Meeting with all parties involved and establish support for
the selection.
5. Prepared an initial RFP
6. Raised fund commitments for the first phase of the
Competition = $30,000
7. Working with Town on Web Site to support the
Competition Process, Program Fund Raising, and
Transparency.
8. Present, tonight, a comprehensive flow chart, showing how
the competition will work going forward

PUBLIC ART COMPETITION INAUGURAL SITE
THE INAUGURAL SITE HAS THE FOLLOWING ATTRIBUTES:
1. Highly visible
2. Truly Public site
3. Bridges the Residential Westlake, the Commercial Westlake,
and the Public Westlake
4. Aids in the legibility of the Town thoroughfare system, a
point of cognitive reference
5. Rises from the natural character of Westlake…namely its
hydrologic character
6. Visual prominence, strategic significance, cognitive impact,
and association with natural function/fabric gives the artist a
lot to work with to make the work truly something that
employs Westlake as its inspiration.
Public Art in this location was conceived at the start of architectural
design and will thereby be influential on the development around it.
•Publish on line through CAFÉ, Public Works, and other web
sites.

•No experience (new artist), send proposed
design sketch and details of other projects

•Review by WPACAC of Artists submissions
A. Qualifications of Artist
B. Determine/ identify up to 5 Artists for a Design
Proposal
C. Begin serious underwriting campaign
D. Recommend supplemental expertise to teams where
appropriate
•Request for Design Proposal (RFP)
A. Semi-finalist honorarium = $5,000 and includes:
-Site Visit
-Graphic of Design Concept
-All costs of submission
B. Submission includes:
-Probable costs
-Engineering considerations
-Design details
-Maintenance, Warranty , etc. information

•Design feasibility review by WPACAC –then –Town Council
A. Does it meet required criteria
B. Engineering stability and structural review
C. Determination of finalists (1-3 finalists as funds
permit)
D. Major push for underwriting now that designs are
available
E. Finalize the Artist
F.Prepare Town contract

D. Finalist honorarium = $5,000 (minimum) and

third to public, and fourth to underwriters.
