Page 1 of 1 WESTLAKE ACADEMY AGENDA ITEM Curriculum: PYP/MYP/DP Meeting Date: August 26, 2013 Staff Contact: Tom Brymer, Discussion Superintendent Subject: Presentation and Discussion of the 2013 Westlake Academy Parents’ Survey Results EXECUTIVE SUMMARY A parents’ survey is used to assist in measuring performance as well as receive feedback and information from parents of Westlake Academy students regarding their perceptions on how well the Academy is performing in a number of areas. The survey results are used to identify not only what we are doing well as a school, but where there is opportunity for improvement. Parents’ surveys were conducted in 2009, 2010, and 2011. After the 2011 survey was conducted it was determined to conduct the survey on an every other year basis. The 2013 parents’ survey was administered in the spring of 2013 towards the end of SY 2012-13. Mr. Chris Tathum, President of the ETC Institute, the company the handled the survey for us, will be in attendance to present the survey results to the Board. The purpose of the survey was to gather input from parents to improve the overall quality of education and programs provided by the Academy. This was the fourth time ETC Institute administered the Westlake Academy Board of Trustee Parent Survey; previous surveys were administered in 2009, 2010, 2011 and 2013. The five-page survey was administered by mail and phone to a random sample of 196 parents. The results for the random sample of 196 parents have a 95% level of confidence with a precision of at least +/- 5.0%. This summary report contains: A summary of the methodology for administering the survey and major findings Charts showing the overall results for most questions on the survey A comparison of survey results from previous surveys Importance-satisfaction analysis Table sowing the distribution of answers for each question on the survey A copy of the survey instrument The major findings of the survey are provided below and on the following pages. Major Findings • Importance of Westlake Academy. Most (89%) of the parents surveyed who live in the Town of Westlake felt the Academy was “very important” or “somewhat important” in their decision to move to the Town of Westlake; 7% did not feel it was important and 4% were not sure. Executive Summary ii EXE C U T I V E SUM M A R Y • Overall Satisfaction With the Quality of Education. Eighty-one percent (81%) of the parents surveyed were “very satisfied” or “satisfied” with the overall quality of education provided by Westlake Academy; 16% were neutral and only 3% were dissatisfied. • Satisfaction With Westlake Academy Services and Programs. The Westlake Academy services and programs that residents were most satisfied with, based upon a combination of “very satisfied” and “satisfied” responses, were: o PYP teachers/faculty (91%) o IB (International Baccalaureate) curriculum (90%) o Maintenance of the Academy (88%) o Suitability of the Westlake Academy campus for learning (88%) o DP Curriculum (88%) o DP teachers/faculty (87%) o Access to online grades (85%) o Opportunities for parental involvement (85%) • Westlake Academy Services and Programs Parents Felt Were Most Important. The top three Westlake Academy services and programs that parents felt were most important were: (1) academic progress of children, (2) MYP teachers/faculty, and (3) IB curriculum. • What Parents Value Most About Their Child’s Education At Westlake Academy. The items that parents valued most about their child’s education, based upon the combined percentage of parents who a rating of “1” to “4” on a 8-point scale, where a rating of “1” meant most important and a rating of “8” meant least important, were: the quality of instruction (91%), college preparation (82%), class size (79%) and the IB curriculum (77%). • Communication and Outreach. Some of the major findings related to communication and outreach at the Academy are listed below and on the following page: o Eighty-nine percent (89%) of the parents surveyed agreed the Academy’s published statements of mission and philosophy align with those of the IB. o Eighty-seven percent (87%) of the parents surveyed agreed the Academy’s written curriculum reflects the IB philosophy. Executive Summary iii EXE C U T I V E SUM M A R Y o Eighty-five (85%) of the parents surveyed agreed that email is their preferred method of communication with teachers. When later asked to select the way that it would be best for Westlake Academy to communicate with parents, 94% of respondents selected email. o Eighty-three percent (83%) of the parents surveyed agreed that they had been encouraged to volunteer. o Eighty-three percent (83%) of the parents surveyed agreed that the reception staff at the Academy were friendly and helpful. o Eight-two percent (82%) of the parents surveyed agreed the Academy’s teaching and learning reflects the IB Philosophy. • Westlake Communiqué. Some of the major findings regarding the Westlake Communiqué are listed below: o Most (94%) of the parents surveyed agreed that the Communiqué provides important school information. o Eight-nine percent (89%) of the parents surveyed agreed that the Communiqué is easy to read. o Eight-nine percent (89%) of the parents surveyed felt the Communiqué kept them adequately informed; 9% disagreed and 2% did not know. o Eighty-eight percent (88%) of the parents surveyed reported they read the Communiqué weekly; 7% reported they read it monthly and 5% reported they rarely or never read it. o More than half (51%) of the parents surveyed reported they preferred to read the online version of the Communiqué, 31% preferred the PDF version, 24% did not have a preference and 5% preferred the paper version. o Of the seven items rated, the Communiqué features that residents were most interested in, based upon the combined percentage of parents who were “very interested” or “interested” were: reminders of upcoming events (99%), calendar (98%) and principal messages (88%). Executive Summary iv EXE C U T I V E SUM M A R Y • Parental Involvement. Some of the major findings related to parental involvement at the Academy are provided below: o Sixty-four percent (64%) of the parents surveyed indicated they currently volunteer at the Academy; 35% of the parents do not volunteer and 1% did not provide a response. The average number of hours that parents reported they volunteered each year was 55.1 hours. o Most (81%) of the parents surveyed had attended at least one parent-teacher conference during the past year; 17% not attended a parent-teacher conference during the past year, and 2% of the parents did not remember. When asked if they had any problems scheduling parent-teacher conferences, eighty-three percent (83%) of the parents felt they did not have any problems scheduling conferences, 16% reported they did have problems and 1% did not know. o More than half (51%) of the parents surveyed indicated they would be willing to participate in capital campaign; 33% were not willing and 16% did not know. • Perceptions of the Academic Progress of Their Children. Seventy- three percent (73%) of the parents surveyed felt their child’s academic progression was “ahead of expectations” or “at expectations;” 25% felt their child’s progression was “below expectations” and 2% did not know. When asked if they were pleased with their child’s progress, nearly two- thirds (65%) of parents agreed, 33% disagreed and 2% did not know. • Parents Continue to Feel Their Children Are Safe at Westlake Academy. Ninety-seven percent (97%) of the parents surveyed felt their child was physically safe at school; 91% of the parents surveyed felt their child was emotionally safe at school. • Special Education Services Provided by the Academy. Of the parents who had children who used special education services, forty-five percent (45%) of parents were satisfied with the modifications and services provided by Westlake Academy and 55% were not. Executive Summary v EXE C U T I V E SUM M A R Y • Other Findings. o Three-fourths (75%) of parents reported they reference the Academy master calendar on a regular basis and 25% did not. o Forty-three percent (43%) of the parents surveyed reported their child is receiving off campus tutoring and 45% of parents reported their child is receiving on campus tutoring. On average, parents reported their child receives 3.4 hours of off campus tutoring. o Eighty-four percent (84%) of parents believed they had an adequate understanding of the IB curriculum while 16% of the parents believed they did not have an adequate understanding of the IB curriculum. The purpose of the survey was to gather information from parents to improve the overall quality of education and programs provided by the Academy. The charts on the following pages show how the results of the 2013 survey compare to previous surveys conducted by ETC Institute. This summary identifies the significant short-term changes in the survey results from 2011 to 2013. Given the size of the samples in the 2011 and 2013 surveys, differences of five percentage points or more are statistically significant at the 95% level of confidence Significant Changes • Importance of Westlake Academy. There was a significant increase of 9% in the percent of parents who felt the Academy was “very important” or “somewhat important” in their decision to move to the Town of Westlake from 80% in 2011 to 89% in 2013. There was also a significant decrease of 6% in the percent of parents who did NOT feel the Academy was important in their decision to move to the Town of Westlake from 13% in 2011 to 7% in 2013. • Satisfaction With Westlake Academy Services and Programs. Of the thirty- four (34) services and programs rated in both 2011 and 2013, satisfaction improved or stayed the same in 26 areas. The percent of parents who felt their child was emotionally safe at school increased 10% from 81% in 2011 to 91% in 2013; the percent of parents who felt their child was physically safe at school increased 8% from 89% in 2011 to 97% in 2013. o Perceptions of the Academic Progress of Children. Two of the most important criteria for decision making are (1) to target resources toward services of the highest importance to customers; and (2) to target resources toward those services where customers are the least satisfied. The Importance-Satisfaction (I-S) rating is a unique tool that allows public officials to better understand both of these highly important decision making criteria for each of the services they are providing. The Importance-Satisfaction rating is based on the concept that organizations will maximize overall customer satisfaction by emphasizing improvements in those service categories where the level of satisfaction is relatively low and the perceived importance of the service is relatively high. Methodology The rating is calculated by summing the percentage of responses for items selected as the first, second, and third most important Academy services and programs. This sum is then multiplied by 1 minus the percentage of parents that indicated they were positively satisfied with the Academy's performance in the related area (the sum of the ratings of 4 and 5 on a 5-point scale excluding “don't know” responses). “Don't know” responses are excluded from the calculation to ensure that the satisfaction ratings among service categories are comparable. [I-S=Importance x (1-Satisfaction)]. Example of the Calculation. Parents were asked to identify the Academy services and programs they felt were most important. Twenty-three percent (22.9%) of parents ranked the college preparation process as the most important Academy service. With regard to satisfaction, the college preparation process was ranked twenty-second overall with 71.2% rating the college preparation process as a “4” or a “5” on a 5-point scale, excluding “don't know” and “not applicable” responses. The I-S rating for the college preparation process was calculated by multiplying the sum of the most important percentages by 1 minus the sum of the satisfaction percentages. In this example, 22.9% was multiplied by 28.8% (1-0.712). This calculation yielded an I-S rating of 0.0660, which was ranked third out of the thirty-four services and programs accessed on the survey. 2013 Westlake Academy/Board of Trustee Parent Survey: Draft Report ETC Institute (2013)Page 37 IMP O R T A N C E -SAT I S F A C T I O N ANA L Y S I S The maximum rating is 1.00 and would be achieved when 100% of the parents selected the service or program as one of the three most important areas and 0% indicate that they are positively satisfied with the delivery of the service. The lowest rating is 0.00 and could be achieved under either one of the following two situations: • if 100% of the parents were positively satisfied with the delivery of the service • if none (0%) of the parents selected the service as one of the three most important areas; this was the case for five of the Academy services/programs assessed on the survey.
