growth and development. It provides property owners and 7mvil officials with
guidance as the Town develops and insures that adequate public services will be
wided in an orderly manner. It also establishes requirements to implement the Town's visions and
pis. The first element of the Comprehensive Plan is the Comprehensive Land Use Plan shown above.

he proposed Comprehensive Land Use Plan shown above is substantially similar to the
existing land use plan with two exceptions. First,the proposed plan allows a retail mall at
the intersection of S.H.114 and S.H.170(without the mall,this area remains Office Park).
Second,the proposed plan allows a mixture of office and single family uses within the interior of
the Ranch and north of Dove Road. The Town's existing plan also allows both office and single
family within the interior of the Ranch;however,it does not allow these uses to be combined
within the same development. Both the existing and proposed plans preserve and enhance the
natural amenities of the Ranch for the enjoyment of present and future citizens of Westlake.
