Work Session 1. CALL TO ORDER Chairman Brittan called the work session to order at 5:01 p.m. 2. DISCUSSION REGARDING ITEMS LISTED ON THE REGULAR MEETING AGENDA. Director Ruthven provided an overview of the Entrada items listed on the regular agenda. Discussion ensued regarding parking, elevator access, driveway inclines, elevations, footprints, staff recommendations of adding stone to the elevation, and the reasons for the revisions. Discussion ensued regarding the completion of the waterways, design of the pedestrian bridge, and aeration of the waterways and canal. 3. STANDING ITEM: PRESENTATION AND DISCUSSION OF DEVELOPMENT PROJECTS PER JANUARY 2018 REPORT. Director Ruthven provided a presentation and updates on the following: Entrada: Sales office, retail corner and tower cladding details, timing of the parking garage, issuance of a restaurant permit, Wedding Chapel site plan under review, Plaza Mayor, Amphitheater plan under review (possible share parking agreement), and use of the gas well pad site. Wilbow zoning case: this item is scheduled to be heard by the Town Council on February 26, 2018. Quail Hollow: the Planning Department issued the first residential permit. Vaquero: permitting has slowed down for the subdivision. Granada: the Planning Department is issuing residential permits at a steady pace. Traffic Signal: the signal at Dove Road and Davis Boulevard/FM 1938 will be fully operational on February 20, 2018 and installation of signals at Highway 114 and Solana Boulevard should begin in the next couple of weeks. Charles Schwab: Construction is robust. Construction currently includes roadway and tunnels. Highway 170 and Highway 114 construction Chairman Brittan moved back to Item 2. 4. CALL TO ORDER Chairman Brittan called the regular session to order at 6:02 p.m. 2. DISCUSSION AND CONSIDERATION OF THE MINUTES FROM THE MEETING HELD ON JANUARY 22, 2018. MOTION: Commissioner Lee made a motion to approve the minutes with the revisions as discussed during the work session. Commissioner Kraska seconded the motion. The motion carried by a vote of 5-0. 3. CONDUCT A PUBLIC HEARING AND CONSIDER A RECOMMENDATION FOR AN AMENDMENT TO ORDINANCE 795, COMMONLY KNOWN AS ENTRADA BLOCK I, FOR AN APPROXIMATELY 1.022-ACRE PORTION OF PLANNED DEVELOPMENT DISTRICT 1, PLANNING AREA 2 (PD1-2), ESTABLISHED BY ORDINANCE 703 FOR THE PROPERTY GENERALLY LOCATED SOUTH OF STATE HIGHWAY 114, EAST OF DAVIS BOULEVARD, AND NORTH OF SOLANA BOULEVARD, COMMONLY KNOWN AS WESTLAKE ENTRADA. THE AREA SHOWN ON THIS PD SITE PLAN IS LOCATED NEAR THE INTERSECTION OF SOLANA BOULEVARD, GRANADA TRAIL, AND CORTES DRIVE. Coordinator Ford provided a presentation and overview of the item. Discussion ensued regarding the height, additional parking spots, and location of fire hydrants. Chairman Brittan opened the public hearing. Jeff Watson, 1719 Westeria Way, asked staff to provide additional information regarding parking. Chairman Brittan closed the public hearing. MOTION: Commissioner Garvin made a motion to approve the amendment to the Ordinance 795 with the following conditions: 1.Fulfillment of all zoning requirements as set out in Ordinance 703 in addition to the conditions accepted by the Town Council at the time of zoning approval (April 22, 2013); 2.All Development Plan conditions for approval established in Ordinance 720 (adopted October 28, 2013) apply to this PD Site Plan; 3.All building elevations shown on this PD Site Plan include the requirement that structures meet all aspects of the Entrada Design Guidelines established by Ordinance 703 and Ordinance 760; 4.Town Staff will review and approve an exterior stone wall mockup and P&Z Minutes 02/12/18 Page 4 of 6 exterior wall stucco mockup to ensure compliance with the approved PD Design Guidelines prior to the issuance of building permits. Plans for building construction shall include said mockup photos as referenced details; 5.If, at any time, there is a conflict between the approved Design Guidelines, PD Site Plan, and vertical construction drawings, the Design Guidelines shall be controlling; 6.Where building walls face the street, particularly at intersections, the Town may require wall mounted, ceramic tile street name signs as shown in the approved Design Guidelines in the interest of space and/or aesthetics; 7.A minimum of fourteen (14) guest parking spaces shall be located in the motor court of Block I (Piedra Court). At the time of the amended plat, said spaces shall be located wholly within a public parking easement. Said spaces shall be constructed by the homebuilder at the time of new home construction on the property. The maintenance of said spaces shall be the responsibility of the Entrada property owner's association; and 8.The following statements shall be added to the PD Site Plan to clarify the scope of Site Plan approval: a.) PD Site Plans are recommended for approval based on a determination that the plans reflect general compliance with the approved PD Concept Plan, PD Development Plan, Master Landscape Plan, Design Guidelines, and other PD ordinance regulations. The individual building elevations are approved conceptually, subject to compliance with PD Design Guidelines to be shown in detail on construction plans that are to be submitted when applying for a building permit. b.) Construction drawings submitted along with an application for a building permit will be reviewed for detailed compliance with the Design Guidelines and compliance with the approved PD Site Plan as well as other PD ordinance regulations, the code of ordinances, the UDC, and the International Code Council (ICC) construction codes. c.) The individual lots shown on this PD Site Plan are approved conceptually, and must be reflect on an approved amended plat prior to the issuance of any building permits for vertical construction. THE REPLAT SHOWS PHASE 1 OF ENTRADA. Coordinator Ford provided a presentation and overview of the item. MOTION: Commissioner Goble made a motion to approve the replat with the following conditions: Resolution 14-46, which amends the Entrada Economic Development agreement, specifies that the developer must pay the Town $10,000 per residential unit depicted on the approved PD Site Plan prior to the signing of each respective plat, to be used for the benefit of Westlake Academy. Commissioner Kraska seconded the motion. The motion carried by a vote of 5-0. 5. CONDUCT A PUBLIC HEARING AND CONSIDER A RECOMMENDATION FOR A REPLAT OF AN APPROXIMATE 1.365-ACRE PORTION OF PLANNED DEVELOPMENT DISTRICT 1, PLANNING AREA 2 (PD1-2), ESTABLISHED BY ORDINANCE 703 FOR THE PROPERTY GENERALLY LOCATED SOUTH OF STATE HIGHWAY 114, EAST OF DAVIS BOULEVARD, AND NORTH OF SOLANA BOULEVARD, COMMONLY KNOWN AS WESTLAKE ENTRADA. THE REPLAT SHOWS BLOCK E. Director Ruthven and Coordinator Ford provided a presentation and overview of the item. Discussion ensued regarding Lot 9 X – private interior driveway. Chairman Brittan opened the public hearing. No one addressed the Commission. Chairman Brittan closed the public hearing. MOTION: Commissioner Lee made a motion to approve the replat following conditions: 1. Resolution 14-46, which amends the Entrada Economic Development agreement, specifies that the developer must pay the Town $10,000 per residential unit depicted on the approved PD Site Plan prior to the signing of each respective plat, to be used for the benefit of Westlake Academy; 2. As a condition of Ordinance 837 that approved the Block E Site Plan, a minimum of four (4) guest parking spaces shall be located along, and parallel to, Comillas. At the time of re-platting, said spaces shall be located wholly within a public parking easement on Lots 10 and 11. Previous Site Plans for this area have been approved by the Planning & Zoning Commission and the Town Council by Resolution 10-43 and Resolution 10-44, also known as QuickTrip and the Spec’s Wine & Spirits (known as Centennial Fine Wine & Spirits at the time of approval), respectively. These two properties were approved for platting by Res 10-36, whereas the rest half of PD3-11 remained un-platted. The following item for consideration is a Site Plan for an addition to the square footage and parking of the Spec’s Wine & Spirits. The Site Plan is a scaled document that shows locations and dimensions of proposed buildings, proposed lot lines, setbacks, fire lanes, streets, sidewalks, ingress/egress points, parking, and easements for the development. The existing store (7,500 s.f.) and the proposed addition (4,800 s.f.) to the store are shown on the Site Plan, including an addition of 86 parking spaces to accommodate the increased size of the building. Sidewalks, landscaping, elevations, lighting, and signage are shown on separate plans. ZONING Ordinance 593, approved April 24, 2008, establishes allowed uses and development standards for PD 3-11. The following section compares the applicable requirements specified in Ordinance 593 with the information included in the Site Plan. Staff determination of zoning compliance and/or recommendations are highlighted in italicized bold text. Allowed Uses Ordinance 593 defines uses that are allowed by right, as an accessory use, or those that require a Specific Use Permit. The store uses shown is a permitted use within the PD3-11 district. The uses shown on the submitted Site Plan comply with the applicable zoning standards. Development Standards Density – Ordinance 593 sets a maximum floor area ratio for all allowed uses in PD 3-11 of as 0.30:1. The structure shown on the Site Plan show a floor area ratio of 0.17:1. Building Height – Maximum building height is limited to two stories or 35 feet, but not to exceed 735 above Mean Sea Level (MSL). The structure shown on the Site Plan is 28 feet in height. Building Size – A maximum building size is not specified. However, the minimum building size in this district is 2,000 square feet. These requirements were met in the previous site plan with the original 7,500 s.f. The proposed 4,800 s.f. amounts to 12,300 s.f. for the store. Setbacks – PD 3-11 specifies 50-foot front yard setbacks, 30-foot rear yard setbacks, and 10-foot side yard setbacks. All buildings on the Site Plan are shown behind setback lines. The building heights, sizes, and setbacks shown on the submitted Site Plan comply with the applicable zoning standards. Page 3 of 4 PARKING Section 102-155 of the Westlake Code of Ordinances establishes an off-street parking requirement of one parking space per 200 square feet of building floor area. Per the total building square footages of 12,300 s.f. shown on the Site Plan, 62 parking spaces are required to serve the store. The proposed Site Plan provides an addition of 53 spaces to the existing parking for a total of 86 parking spaces. Parking shown on the submitted Site Plan exceeds Town requirements by 24. LIGHTING PD 3-11 specifies lighting height standards within the district. Section 102-206 – Section 102- 217 of the Westlake Code of Ordinances establishes outdoor lighting requirements. The lighting plan provided shows lighting fixture details, their locations, and the number of foot-candles each fixture emits from its source to the property line. Non-residential districts, such as PD3-11, specify that foot-candles at the neighboring property line shall not exceed 0.25 foot-candles. The lighting plan shows an average of 1.6 foot-candles for the whole site. Lighting conforms to the PD3-11 standards and generally conforms to the Town’s outdoor lighting standards. Staff recommends reducing the number of lumens per lamp to reduce the number of foot-candles at the property lines where appropriate. LANDSCAPING The Landscape Plan included as part of the overall Site Plan submittal shows, lawn areas, outdoor seating areas, activity areas, and tree plantings. Other plantings are shown but not referenced. PD3-11 development standards specify landscape areas for parking lots (60 s.f. of landscape per parking space) and parking lot edges (minimum of 10 feet). It also specifies a tree density of one (1) tree per 4 parking spaces to be included anywhere in the parking lot. Per this requirement, 13 trees must be provided. The town specifies landscaping requirements under Section 98-104 and Section 98-107. Per this requirement, eight trees must be provided. The Landscape Plan shows 29 trees to be planted. The Landscaping Plan exceeds development district standards of PD3-11 and Town Ordinances as specified in Section 98-104 and Section 98-107. SIGNS General monument and entryway sign locations and standards (sign dimensions and material types) were included in Ordinance 593. A business monument sign at the entry way and a retail façade are shown in the submittal package for this Site Plan. All signs conform to the development standards for signs as provided in Ordinance 593. The applicant has provided two options for signage either includes or excludes the Spec’s Bunny Logo. Staff recommends that the retail façade signage and the business monument signage exclude the Spec’s Bunny Logo to match the already existing signage on the store.
