HomeMy WebLinkAbout11-13-17 WPACAC Min MINUTES OF THE TOWN OF WESTLAKE, TEXAS PUBLIC ART COMPETITION ADVISORY COMMITTEE NOVEMBER 13, 2017 PRESENT: Chairman Russel Tether, Vice-Chairwoman Chris Worley, Katie Blair, Paloma Anoveros, Rebecca Lawton, Barry Whistler, Judy Deaton ABSENT: Sue Canterbury, Terry Oldham, Cheryl Vogel OTHERS PRESENT: Robin McCaffrey, Ron Ruthven, Nick Ford I SUMMARY OF MEETING MINUTES: The meeting bean at 11:10 AM November 13, 2017 and opened with a roll call of all who were presently attending. The meeting then continued with the approval of the minutes from the previous meeting held on October 16, 2017. It was suggested that Bill Campbell is to replace Cheryl Vogel. It was suggested that the committee begin to finish the details of the Request for Qualifications (RFQ) and the Request for Proposal (RFP) today. An overview of previous meeting was discussed. The following was discussed as it relates to the inaugural art at the fire station: • Intersection is "center"of town for the time being • What kind of art is going to engage the public interest? • Engineering accessibility and maintenance of art • A general consensus of a budget of$500,000 agreed upon which includes installation of the art It was suggested that the committee hire an intern to take minutes, assist in administrative information, create a website for the competition/committee, and other items of concern. E WPACAC Minutes 11/13/2017 Page 1 of 2 j The committee broke into two groups to create a site description for the inaugural piece of public art at the fire station and vision statement for the committee. The site description group consisted of Robin McCaffrey, Katie Blair, Rebecca Lawton, and Barry Whistler. The vision statement group consisted of Chris Worley, Paloma Anoveros, Russel Tether, and Judy Deaton. Discussion ensued on the two topics between each groups. Two drafts were created from each group and discussion ensued between the two groups on the ideas they though of. The drafts are to be edited for future meetings. A more official document will be presented and a timeline given. It was suggested that a decision must be made for how many finalists there will be and the prize money given for each position. It was discussed that the criteria needs to be refined for the site. It is preferred that applicants for the inaugural public art in the town have completed projects with previous challenges and that experience with public art is preferred. The competition should be exclusive to artists who have prior experience due to the complex nature the location presents. It is mentioned that the artists must work up to a certain budget limit. It was discussed that there would possibly be a choice of 3-5 candidates to be narrowed down from the RFP as finalists for the competition. It was suggested that the candidates should be required to be meet the Town Council. It was also suggested that finalists be required to attend a pre-bid meeting at the fire station (onsite) or else the finalist would be disqualified. It was mentioned that give the scope of the project that there might be a team of artists rather than one individual artist. The meeting was adjourned at 1:05 pm.
