ITEMS OF COMMUNITY INTEREST: President and Trustee Reports on Items of Community Interest pursuant to Texas Government Code Section 551.0415 the Board of Trustees may report on the following items: (1) expression of thanks, congratulations or condolences; (2) information about holiday schedules; (3) recognition of individuals; (4) reminders about upcoming Board of Trustee events; (5) information about community events; and (6) announcements involving imminent threat to public health and safety. 3. CITIZEN COMMENTS: This is an opportunity for citizens to address the Board on any matter whether or not it is posted on the agenda. The Board cannot by law take action nor have any discussion or deliberations on any presentation made to the Board at this Page 3 of 3 time concerning an item not listed on the agenda. Any item presented may be noticed on a future agenda for deliberation or action. 4. CONSENT AGENDA: All items listed below are considered routine by the Board of Trustees and will be enacted with one motion. There will be no separate discussion of items unless a Board member or citizen so requests, in which event the item will be removed from the general order of business and considered in its normal sequence. a. FUTURE AGENDA ITEMS: Any Board member may request at a workshop and / or Board meeting, under “Future Agenda Item Requests”, an agenda item for a future Board meeting. The Board member making the request will contact the Superintendent with the requested item and the Superintendent will list it on the agenda. At the meeting, the requesting Board member will explain the item, the need for Board discussion of the item, the item’s relationship to the Board’s strategic priorities, and the amount of estimated staff time necessary to prepare for Board discussion. If the requesting Board member receives a second, the Superintendent will place the item on the Board agenda calendar allowing for adequate time for staff preparation on the agenda item. 6. The purpose of this board report is to anchor this data within the academic landscape of Westlake Academy. Westlake Academy’s goal is to create a world class education system that prepares all students for college and prepares all students to successfully compete in the global marketplace. Westlake Academy’s 2017 Texas Academic Performance Report (TAPR) reveals a compelling narrative of academic success. Our students are excelling on the State mandated assessments. At the same time, the 2017 Texas Academic Performance Report (TAPR) also discloses areas of growth. This board report will provide an overview and analysis of our student academic status. ATTACHMENTS Executive Summary of TAPR 2017, 2016-2017 TAPR Report & 2017 Accountability Summary Page 1 of 3 MEMORANDUM Date: November 6, 2017 TO: Superintendent Tom Brymer, Honorable President Laura Wheat and Board of Trustees Members FROM: Dr. Mechelle Bryson, Executive Director SUBJECT: Executive Summary of the 2016-2017 Texas Academic Performance Report (TAPR) Linda Darling-Hammond, a Stanford professor, states that, “testing forms the bedrock of educational assessment and represents a commitment to high academic standards and school accountability. You can’t know where you’re going unless you know where you are.” With this in mind, schools disaggregate state assessment scores in order to provides a baseline for planning. The following provides details on student achievement based upon data gathered from the mandatory state assessment for grades 3 through 11 from the 2016- 2017 Texas Academic Performance Report (TAPR). The ultimate aim of this communiqué is to share current data in order to communicate the current effectiveness of Westlake Academy’s curriculum and instructional alignment across the IB continuum. It is important to note that the state implemented the current mandatory assessment system, STAAR/EOC, in the SY2011-2012. In 2012, the State adopted new Math TEKS to be fully implemented by 2015-16. A phase-in period was implemented for STAAR/EOC performance standards to provide school districts with time to adjust instruction, provide new professional development and close knowledge gaps. The original phase-in approach was a three-step phase-in for Level II Satisfactory scores: • Phase-in 1 2011-2015 • Phase-in 2 2016-2018 • Phase-in 3 2018-2021 In October of 2015, Former TEA Commissioner Williams modified this transition approach to a progression approach from 2015-2016 through 2021-2022. Performance standards are scheduled to increase annually in smaller increments over the seven-year period in order to avoid a single-year increase. Page 2 of 3 In SY2016-2017, the State changed the performance level labels for students. Previously, the performance categories were labeled Advanced, Satisfactory and Unsatisfactory. The new format has four labels: • Masters Grade Level – Performance in this category indicates that students are expected to succeed in the next grade or course with little or no academic intervention. Students in this category demonstrate the ability to think critically and apply the assessed knowledge and skills in varied contexts, both familiar and unfamiliar. • Meets Grade Level – Performance in this category indicates that students have a high likelihood of success in the next grade or course but may still need some short-term, targeted academic intervention. Students in this category generally demonstrate the ability to think and apply the assessed knowledge and skills in familiar context. • Approaching Grade Level – Performance in this category indicates that students are likely to succeed in the next grade or course with targeted academic intervention. Student in this category generally demonstrate the ability to apply the assessed knowledge and skills in familiar context. • Did Not Meet Grade Level – Performance in this category indicates that students are unlikely to succeed in the next grade or course without significant, ongoing academic intervention. Students in this category do not demonstrate a sufficient understanding of the assessed knowledge and skills (TEA, New Performance Labels and Policy Definitions for STAAR, 04/11/17). These new labels have created some confusion among stakeholders. It is important to know that approaching grade level measures student performance to the current phase-in performance expectation for a grade level, while meets grade level measures students to the 2022 grade level academic performance expectation. Westlake Academy is excelling on state mandated assessments. The Texas Education Agency awarded Westlake Academy six of the seven academic Distinction Designations based upon Westlake Academy’s 2016-2017 STAAR/EOC performance scores. For your convenience, Westlake Academy’s TAPR summary report is attached. Furthermore, Westlake Academy’s 2017 TAPR summary concluded that: • 96% of our students met the State performance standards on all tests taken. • 97% of students met the State performance standard in Reading. • 97% of students met the State performance standard in Math. • 87% of students met the State performance standard in Writing. • 97% of students met the State performance standard in Science • 99% of students met the State performance standard in Social Studies (humanities). • 100% of students met the College and Career Readiness State standard. • Percentage of students reaching the mastered level has increased Page 3 of 3 significantly. For example, 61% of students tested in Humanities met the mastered level and 50% of students tested in Math met the mastered level. For your convenience, the TAPR summary is attached. Historically, Westlake Academy parents have had concerns about the math program. However, the high level of achievement recorded by Westlake Academy students on state-mandated assessments is indicative of the work that our teachers and administrators have done on aligning the written, taught and assessed curriculum over the past four years. It is also due to the work that our teachers and administrators have done on improving the collective teacher efficacy of the staff. The instructional pedagogy of each member of the Westlake Academy staff matters. Our greater aim has been to build a school culture where educators use data continuously, collaboratively and effectively to improve teaching and learning. It has been said that data often raises more questions than it answers. After reviewing this data, these are the questions that we have and will answer in our annual accountability board report in January: • What prevented WA from receiving all 7 Academic Distinction Designations? • Did our new CTE course designations impact our percentages of students participating in AP/IB in Math and Science? • What is preventing our students from demonstrating higher mastery levels on the State Writing assessments? • What is the definition used by state to identify AP/IB courses? • What are the criteria used by the state to describe advanced course completion? We experienced a drop in our percentages of students participating in AP/IB courses in Math and Science. This percentage does not match our perception. It appears our CTE course coding of grade 12 coursed may have caused a shift in percentages and a false reality of our status. A deeper dive of the data will provide answers to these questions and will be presented with our annual State mandated accountability report. We welcome any questions that you may have. (A.8) ● The school has systems in place for the continuity and ongoing development of the programmes. (B1.6) ● The governing body allocates funding for the implementation and ongoing development of the programmes. (B2.1) ● The school provides qualified staff to implement the programmes. (B2.2) ● The school ensures that teachers and administrators receive IB-recognized professional development. (B2. 3) During each five-year evaluation period, IB representatives look for supporting evidence that indicates fulfillment of the Standards and Practices. During the self-study period, IB coordinators must document and report on the teaching staff qualifications, IB-recognized professional development opportunities attended and the funding allocated towards sending teachers to professional development. This information is used by IB representatives to assess the school’s commitment to the programmes. The current registration fee for IB-recognized workshops is $739. We budget a maximum of $2,000 per participant to include the registration fee, travel, accommodations, and meals. At the start of each new school year, we use the following criteria to determine which faculty members are eligible for IB professional development during the current school year: 1. Faculty members who are new to the IB programmes and need initial training; 2. Veteran IB programme faculty members who have a new role for the academic year and need training to support their development of this role; 3. For MYP and DP, the current status of training within departments (MYP requires at least one person trained within each department and DP requires that each teacher be trained on the applicable, current subject guide); and 4. Veteran IB programme faculty members who have not attended IB-recognized professional development in the last two to three years, as allowed by the budget. It is important to note that IB professional development also occurs outside of IB-recognized workshops. We look for opportunities that are cost effective and related to current school goals. Many times teachers who are not eligible for IB-recognized workshops may be considered for the following: ● Texas IB School regional roundtables and forums ● Visits to other local Texas IB Schools In addition, each year the IB coordinators train new staff on the major elements of IB. This training is held during the New Hire Induction days prior to the start of school and on two to three additional days throughout the year. National AP Scholar: Brianna Taylor 4. REPORTS a. Back to School Report and Update of Primary Years Strings Program. Mr. Harding provided an overview of the Strings Program. b. Technology update report. Mr. Power answered questions regarding the insurance rate and the number of students opting for the insurance. 5. DISCUSSION ITEMS a. Presentation and discussion regarding the International Student Leadership Symposium (ISLS) 2018. Mr. Burt, Ms. Firsching and students (Ms. Shelly Suttles and Ms. Caroline Ross) provide an overview of planning to host the Symposium. The theme – “Ethics Gone Viral”. Students will visit Deloitte, conduct multiple sessions, and that they will need host homes for 50 plus students. BOT Minutes 09/11/17 Page 3 of 4 b. Presentation and discussion regarding the 2017-2018 School Census. Mrs. Furnish and Mrs. Bumgarner provided a presentation and overview regarding the census. Discussion ensued regarding Kindergarten, school age students per neighborhood, homes per subdivision, size of the secondary boundary, the lottery-wait list, and presenting the Leavers data at a future meeting. 6. REVIEW OF CONSENT AGENDA ITEMS LISTED ON THE REGULAR MEETING AGENDA. No additional discussion. 7. Presentation and discussion topics of the PYP approaches to teaching, learning, and strategies of mathematics in the classroom and the current status and proposed changes to the Secondary Mathematics sequence to allow for acceleration and advanced Mathematics options. Mr. Harding, Mr. Stoyanoff and Dr. Bryson provided a presentation and overview of Mathematics. Discussion ensued regarding communicating this information to parents, methodologies to communicate our success in Mathematics, the uses of the Swivl camera, grades receiving questions and feedback, secondary credit acceleration guidelines and procedures, allocating resources, limiting factors of acceleration, credit by examination, number of students taking HL Math, IB Math changes beginning in 2019, and staff review of Grades 4 and 6. b. Presentation and discussion regarding college readiness data over the last five years. This report will include discussion concerning PSAT, SAT, and ACT trends at Westlake Academy and its impact on student college and future readiness. Mr. Stoyanoff, Mr. Tippen and Dr. Bryson provided a presentation and overview of the trends. Discussion ensued regarding using the scores as predictors for college entrance, stages of college readiness, calculation of the National Merit Scholarship data, AP exams, and scholarship nominations. c. Presentation and discussion of enrollment data analysis for Westlake Academy. Dr. Bryson, Mrs. Bumgarner, and Mrs. DeGan provided a presentation and overview of the data. Discussion ensued regarding Entrada predictions, trends in G5-G7 and G8-G9, benchmarking the data and reporting this information annually, and the number of students on the wait list for a similar school in McKinney. BOARD RECAP / STAFF DIRECTION • Provide a Grammar update presentation. • Review the Grades 4 through 6th Math programme in general and for accelerated learners • Communicate the Secondary Math sequence to parents and how AP weaves into the process • Send Secondary Math sequence to the Board and have posted on the website • Research PYP resources and bring back to the Board • Review the neighborhood enrollment data and grade level spike 6. At the meeting, the requesting Board member will explain the item, the need for Board discussion of the item, the item’s relationship to the Board’s strategic priorities, and the amount of estimated staff time necessary to prepare for Board discussion.
