GOALS – (1) Develop a thorough understanding of the potential opportunities the Fire
Station project provides for art and the public’s interaction with the art space(s). (2)
Consider and propose budgets for the art space(s). (3) Begin to develop the
requirements that will be specified to each artist desiring to enter the competition.
1. Call to Order
• Welcome and introduction of members
• Swearing in and review of the responsibilities under the Town of Westlake
and Texas Open Meeting Act.
2. Brief overview of inaugural project and future projects to be considered by the
committee.
• Summary of purpose and objectives for today’s meeting. Answer any
questions.
3. Presentation by BRW Architects and/or Robin McCaffrey regarding the fire station
location.
o Criteria concerning water flow and retention and other considerations.
o Public accessibility and interaction with the Fire Station facility – meeting
rooms, etc.
o Public accessibility and uses of exterior grounds of Fire Station, including,
bridge, water flow and retention areas, trails.
o Discussion regarding options and/or opportunities
Multi-purpose – sports, entertainment, ecological and
environmental interest, etc.
Artistic – illumination, kinetic, interactive, etc.
Combination of multi-purpose and artistic.
Lunch provided. During lunch we have open dialogue regarding the Fire Station art sites
and opportunities, various types of art to consider for each location.
4. Discuss and consider budget allocations. If time allows, consider general
requirements for the art site(s) for inclusion in an RFP.
5. Determine priority items for the October meeting and material necessary prior to
that next meeting.

Criteria to Consider for the Retention Area
The Fire Station is a secured area. The general public will not be allowed in or around the
buildings.
There are actually 2 retention (bio swale) areas that comprise the total area.
• The first, nearest the station, is the initial retention area. It is situated between the
wall (in yellow) surrounding the fire station and the second wall (also in yellow). This is
the initial retention area and has a depth of 3 feet. I am not certain of width at specific
points.
• The second is the remaining area between the second wall (yellow) and easement (red
arrow and label). This area spans approximately 30 feet in width and has a depth of 10
feet at its lowest point. There is a storm drain at the lowest point.
• When the upper, retention area fills with water, the water will flow over the second
retaining wall (yellow) into the larger area.
Retention Area Criteria
The Architects have provided the following key points:
• There is a sanitary line that runs north to south that cannot be impeded by the
art design.
• On the south east corner of the site there is a Telecom box that cannot be
touched along with a head wall.
• There are two pedestrian bridges from parking to the building. The water will
drain through the "pool" between them from the west going east indicated by
the arrow.
• Public drive and parking is noted
• There is a sidewalk that runs along Davis and along Dove intersects at corner.
• Site wall towards the west side is a wrought iron with stone columns in
between. Right now for economy, we are proposing landscaping to help facilitate
privacy to the station.
• There are two retaining walls east of the building footprints. They both taper to
zero at the ends.
