HomeMy WebLinkAboutAgenda Items 6-8 Schwab Presentation 05-22-17Westlake Town Council 5/22/17 Item 6: PD 3-5B Concept/Development Plan (Charles Schwab, Phase I) Item 7: PD 3-5B Site Plan (Charles Schwab, Phase I) Item 8: PD 3-5B Preliminary Site Evaluation (Charles Schwab, Phase I) •Ordinance 770 (February 2016) established PD3-5B •Required part of the development process –Phase I only •Next Steps: 1.Developer’s Agreement 2.Traffic Impact Analysis •Grading/Onsite Infrastructure to commence ≈July 2017 •Vertical Construction anticipated November-December 2017 Item 6: Concept/Development Plan •A high-level, master site plan for development or phase of development Shows relationships between uses, structures, open space, and roadways Demonstrates compliance with key Comp Plan and Zoning requirements Zoning -Comprehensive Plan -Architecture •Complies with zoning requirements on condition that: 1.A Sign Plan is approved prior to vertical construction •Complies with Comprehensive Plan on condition that: 1.A Developer’s Agreement is approved prior to site grading 2.A Traffic Impact Analysis is approved prior to site grading •Architectural design is appropriate for Westlake 1.Parking garage perimeter landscaping recommended Recommendation •Staff recommends this item subject to the conditions contained in the corresponding Staff Report. •The Planning and Zoning Commission voted to recommend approval of this item (5-0) on Monday, May 15 2017 Item 7: PD Site Plan •Scaled document that shows a greater level of detail than Concept/Development Plan •Must be consistent with Concept/Development Plan and zoning Zoning -Comprehensive Plan •Complies with zoning requirements on condition that: 1.A variance to the minimum building size for the accessory building shown north of the parking garage (DFW-G1) is approved 2.A Sign Plan is approved prior to vertical construction 3.A Site Lighting Plan is approved prior to vertical construction •Complies with Comprehensive Plan on condition that: 1.A Developer’s Agreement is approved prior to site grading •Revised Site Plan showing all fire lanes constructed of materials acceptable to the Westlake Fire Marshal is recommended Recommendation •Staff recommends this item subject to the conditions contained in the corresponding Staff Report. •The Planning and Zoning Commission voted to recommend approval of this item (5-0) on Monday, May 15 2017 Item 8: Preliminary Site Evaluation •Technical planning document •Phase I and II shown as a single lot •A revised PSE will be required as part of Phase II development process
