Consider a Resolution awarding the bid for the construction work related to the temporary
asphalt parking lot and related utility improvements on the west side of pod G Civic Campus.
COMMENDATIONS
Staff recommends approval.
BACKGROUND
The temporary asphalt parking lot and related utility improvements on the west side of pod G
Civic Campus will add 52 parking spaces and allow for separate pick-up of upper grade students
for the Westlake Academy. This construction work includes four handicap spaces and 48
parking spaces with a circle driveway for student pick-up. Additionally, this project would
include running a one-inch water line and electric to the east side of the soccer field. This would
make clean drinking water available for activities that take place on the soccer field. This project
will require some areas to have an irrigation system installed.
Additional contractors will need to be added at a later date in order to complete the landscaping
of the parking area at a minimal cost to overall contract. Work is scheduled to begin in July
2006 with an estimated date of completion of August 19,2006.
The competitive bid process was followed as outlined in the Texas Local Government Code. All
specifications for the work were available to the public and bid procedures properly advertised.
A pre-bid conference was held on June 16, 2006, with a sealed bid opening on Monday,June 26,
2006, at 11:00 am. After consulting with the Town Attorney, we are recommending approval of
this contract as a bid award for the project as a whole, without naming the actual contractor
selected. Additionally, this process is necessary due to the fast track timing of the project for
completion before the beginning of school in August, the bid opening is scheduled for same day
as the Board of Aldermen meeting with no other Board meetings anticipated until August 28tH
FUNDING
The funds to facilitate the temporary asphalt parking lot, related utility work and minor
landscaping improvements for the west side of Pod G Civic Campus will come from Civic
Campus Expansion Capital Project Fund line item in the adopted FY 2005/2006 amended
budget. The adopted budget for this capital project was $98,800 which included this parking lot
and a temporary parking lot next to the municipal court temporary buildings. Since the court is
in Solana, there is a need for only the new lot north and west of the gym. The recommended
winning bid for the project is from Brock Paving Industries, Inc. for $87,415, so we will not
realize a savings from doing only one lot. Fill and construction materials for this project were
much more than anticipated. Therefore, the full budgeted amount will still be necessary even
though we are only building one parking lot.
