Improve Technology, Facilities & Equipment Strategic Initiative Outside the Scope of Identified Strategic Initiatives Time Line - Start Date: December 12, 2016 Completion Date: October 31, 2018 Funding Amount $XXXX Status - Funded Source - Bond Issuance EXECUTIVE SUMMARY (INCLUDING APPLICABLE ORGANIZATIONAL HISTORY) Construction of a Fire-EMS Station is an approved capital project contained in the Town Council’s approved five (5) year capital improvement plan (CIP). Planning for this project has been underway for some time now in order to replace a temporary station that is substandard, too small, and not expandable. A fire station location site location study of the Town was conducted in 2015 Page 2 of 2 by fire station consultant retained by the Council. The site at the northwest corner of Dove Road and FM 1938 Davis Boulevard was identified by the consultant as the top ranked site of all sites they identified as viable. This site was acquired by the Town in 2016 (5 acres). Also in 2016, the Town held a public information meeting for the community to answer questions about issuing bonds to fund the station’s construction. Certificates of Obligation in the amount of $9.2 million were approved for issuance by the Town Council in December 2016. A contract was approved by the Council in December 2016 for architectural services with BRW for the design of this fire station. In January 2017 the Town Council approved a contract with Core Construction Services for construction manager at-risk services for this project. Since that time the Staff has been meeting with the architect BRW, our construction manager at- risk Core Construction Services, and consulting architect Robin McCaffrey regarding a building program and scope for this facility as well as pricing out the cost of constructing this building to the standard Staff felt Council had indicated they wish to attain. We have been challenged to work within our funding level while producing the iconic status for this project that the Council made clear that they felt this facility must meet. The purpose of this workshop is to update the Town Council on the work to date regarding this facility’s building program (i.e. the building space,functionality, and its layout), type of exterior design and elevations, building materials contemplated, and the cost of these factors. Staff also will provide at the workshop information on funding options to achieve the iconic structure desired for this facility at this high profile location. RECOMMENDATION Based on the information described above that Staff will present at the meeting, it is recommended that the Council give direction to Staff regarding how they wish to proceed with the project’s scope and funding.
