Accountability System
HB 2804
•This bill requires changes to the state public school academic accountability
system. The changes—in effect beginning with the 2017–18 school year, with
the first ratings to be issued August 2018—include creating five domains of
indicators that will be used to evaluate districts and campuses regarding three
main goals:
•Preparing students for postsecondary success
•Reducing achievement gaps among students from different racial and ethnic groups and
socioeconomic backgrounds
•Informing parents and the community about district and campus performance

•The bill also requires the assignment of A–F rating labels to describe
district and campus performance. Districts and campuses will receive a
rating of A, B, C, D, or F in each of the five domains and for overall
performance.
Indicators I, II, and III
•STAAR
•Grade 3 reading and mathematics
•Grade 4 reading, mathematics, and
writing
•Grade 5 reading, mathematics, and
science
•Grade 6 reading and mathematics
•Grade 7 reading, mathematics, and
writing
•Grade 8 reading, mathematics, science,
and social studies
•EOC English I and English II
•EOC Algebra I
•EOC Biology
•EOC U. S. History
Indicator IV
•Graduation Rate (Class of 2017 four-year and Class of 2016 five-year longitudinal graduation rate)
•Dropout Rate (Annual 9-12 dropout rate)
•Postsecondary Readiness (2016-2017 annual graduates who do at least one of the following: complete CTE-coherent
sequence, perform at or above criterion score on one or more AP/IB exam, complete 12 hours or more of earned
post-secondary credit, achieve TSI benchmark on TSIA, SAT, or ACT, enlist in US armed forces)
•Graduation Plan Rate (Class of 2017 longitudinal graduates who graduate under one of the following plans:
Foundation High School Plan with Endorsement OR Foundation High School Plan with Distinguished Level of
Achievement)
•Attendance (elementary and middle schools chronic absenteeism)
•Dropout Rate (middle schools annual 7-8 dropout rate)
•Preparation Course (middle schools –percentage of student who receive instruction in preparing for high school,
college, and career as mandated by HB 18)
Indicator V
•Community and Student Engagement
•Three as chosen, locally determined, and reported for each district and campus.
All three CaSE indicators as well as the overall Domain V indicator will be rated
A, B, C, D, or F
Westlake Academy 2016 Rating
•Domain I, Student Performance -A
•We received a score of 72... the minimum score to receive an "A" is 60 so we were well
above the standard
•Domain II, Student Progress -A
•We received a score of 48.... the minimum score to receive an "A" is 42 so again, we
were above the standard
•Domain III, Closing Performance Gap -NO SCORE
•This category reports on economically disadvantaged students only.In order to report
in this category, schools must have a minimum of 40 students.We do not meet the
minimum.
•Domain IV, Postsecondary Readiness -A
•We received a perfect score of 100... the minimum score to receive an "A" in this
category is 96
•Domain V was not reported by the state for this first round.
