ITEM
Consider a preliminary plat (14.248 acres) and final plat (12.248 acres) for the Paigebrook
Estates addition located approximately on the southeast corner of Ottinger Road and Dove Road.
RECOMMENDATION
The preliminary and final plats are in accordance with the applicable ordinances of the Town;
therefore, the Staff recommends adoption of the preliminary and final plats.
BACKGROUND
The preliminary plat reflects subdividing the property into six (6), two (2) acre residential lots.
The final plat excludes the lot on Ottinger Road that contains an existing house; therefore, the
final plat contains only five (5) lots. The remainder of the property remains unplatted and
contains the existing homes/structures on the property. The final plat also reflects the necessary
access, drainage, and utility easements to accommodate the development.

We have completed our review of the plat and plans for the referenced subdivision and have the
following comments:
1. Final Plat
a. The required right-of-way width is 60' on Ottinger Road. Half of this width or 30' must
be dedicated on this plat.
b. The Emergency Access Easement shall be 24' in width.
c. The water line easement at the end of the cul-de-sac should be 15' wide.
d. The right-of-way on Dove Road was dedicated previously by separate instrument. Show
the full width of the right-of-way dedication on Dove Road and the various dimensions.
e. Correct the Approval Block for the Town officials. Both the Town Secretary and Mayor
will sign.
f. Add the required note concerning the selling of a portion of the addition by metes and
bounds being a violation.
g. We are unable to get the legal description to close. There is a discrepancy between the
legal and the drawing in the ninth call. Please provide a copy of your closure
calculations. In addition, indicate the angle and tangent for all curves.
h. Please use the Town's standard dedication statement.
i. Two corners of the subdivision need to be tied to the Town's coordinate system.
j. Since the subdivision abuts a lake,please determine the minimum finished floor elevation
on the adjacent lots.
2. Plan and Profile Sheets (C-2, C-3)
a. The minimum street width is 24'.
b. Please provide a geotechnical report indicating that the proposed paving section is proper
for the soil conditions and capable of supporting Town's emergency vehicles.
c. The cul-de-sac should be 50' in diameter.
3. Grading Plan(C-6): The Emergency Access Easement should be 24' wide.
4. Drainage Area Map, Storm Sewer and Erosion Control Plan(C-7)
a. Provide a 5-year hydraulic analysis of all ditches and a 100-year analysis of all pipes
under the street.
b. Provide a drainage analysis of the lake to indicate the 100-year water surface. Indicate
the minimum finished floor elevations on the lots as necessary.
c. A pipe under Ottinger Road discharges onto Lot 4. How is this to be handled on your
Grading Plan? A swale needs to be graded through the lot to convey this flow to the
street.
d. How is the drainage to be handled at the intersection of Paigebrooke Court and Dove
Road? It appears that a pipe is needed here.
5. Utility Plan (C-8)
a. Show the location of the fire hydrant on Dove Road.
b. Add a fire hydrant at Station 2+00.
c. Show meter locations at the center of the lot.
6. Water Details (C-9)
a. Change fire hydrant note to read "Fire hydrants to be Mueller, M & H or approved
equal."
b. Delete the "Single Water Service"detail in the center of the sheet.
c. Water services shall be 2" in size. Change all notes calling for 1"polyethylene to 2".
d. Change Note 3 to read a"Hydra-Storz connection" instead of a"4.5"pumper nozzle".
e. Note 6 should read that the minimum depth of bury is 42".
f. Revise Note 10 to read that meters are to be located at the center of the lot.
Please be advised that a Traffic Control Plan for the intersection of Dove Road and Paigebrooke
Court and a Stormwater Pollution Prevention Plan will be required prior to beginning of
construction.
Please address these comments and submit three (3) sets of revised construction plans for the
Town's review. If you should have any questions,please do not hesitate to call on me.

The following is a list of responses along with the corresponding Town comments. We have addressed the
platting comments only at this time. We will address engineering comments at a later date and will submit
the construction plans as soon as possible.
Preliminary Plat
a) Comment:The required right-of-way width is 60' on Ottinger Road. Half of this width or 30'

Response:Per our phone conversation on Friday,February 20, we have provided a 5'water and
sanitary sewer easement, in addition to the 25'right-of-way dedication.
b) Comment:The emergency access easement shall be 24'in width.
Response: We have revised the emergency access easement to 24'in width.
c) Comment:The water line easement at the end of the cul-de-sac should be 15'wide.
Response: We have revised the water line easement to 15'in width.

and we are hopeful that we will be able to provide this information prior to Thursday's meeting.

Response: The plat has been revised to include a table with minimum finished floor elevations on
the adjacent lots.

Response: Because there are many trees thai would be affected by grarling a swale, and per
our carrvc�rsation with Mr. {yiltir�ms, a note has been ar�rlerl to the Grading Flan requiring the
builder to provide for the conveyance of drainage around the hame and to the existin� ditches
in ,P'aig�brooke Court.
