Consider a Resolution approving a contract with C & C Engineering, Inc. for plans
review and inspection services related to the Fidelity Phase 2 project.
BACKGROUND
The Town currently has a contract with C&C Engineering for the provision of inspection
services and plans review on an as-needed basis. In order to prepare for an increased
workload due to this project and several others, Town staff has negotiated with C&C
Engineering for a discounted fee for performing the plans review and code related
inspections for the Fidelity Phase 2 project.
The proposed contract (see attachment) is for $34,501, broken down as $12,075 for plan
review and $22,426 for Building, Mechanical, Electrical, and Plumbing inspections.
Under the current contract between the Town of Westlake and C&C Engineering, the fee
for plan review services alone would be $117,280 with an additional $50,000 in
anticipated inspection fees. This proposed contract would result in an estimated savings
of$132,779 over the existing contract.
Some of the factors resulting in C&C agreeing to this reduction are:
1. C&C is already working in Westlake, as well as neighboring cities and will have
people in the area; thus reducing travel time.
2. Westlake staff will still be reviewing the plans and making inspections for zoning,
civil improvements, landscape, irrigation, and local ordinance compliance.
3. Westlake staff will be available for technical support and on site
inspection/interpretation assistance. Additionally,the Town will be
providing a system for managing the inspection log.
3. The duration of the project is concentrated, estimated to be eighteen to twenty
months beginning June 1, 2007. This is a relatively short duration for such a large
project.
FUNDING
The Town of Westlake will receive plan review and inspection fees of$679,732 based on
a reported $130,000,000 value of improvements for the Fidelity Phase 2 project. From
this amount,the Town of Westlake will pay C&C a total of$34,501. This expenditure of
$34, 501 is included in the Amended FY 2006/07 budget.
