WESTLAKE ACADEMY MEMO TO: President and Board of Directors, Westlake Academy FROM: Trent Petty, CEO Barbara Brizuela, Head of School DATE: February 8, 2006 SUBJECT: Meeting on February 13, 2006 ITEM Consider a resolution to accept the proposed 2006-07 school calendar. RECOMMENDATIONS Staff recommends approval. BACKGROUND The school administration has proposed a school calendar for the 2006-07 school year. The calendar meets all the requirements of the TEA for 180 instructional days minus the allotted number of staff In Service days, early release days and start date. Once passed by the School Board, the calendar will be submitted to TEA for final approval. TOWN OF WESTLAKE RESOLUTION NO. 06-02 A RESOLUTION OF THE BOARD OF DIRECTORS OF WESTLAKE ACADEMY AUTHORIZING THE 2006-07 SCHOOL CALENDAR WHEREAS, the Town of Westlake Board of Aldermen approves the proposed 2006-07 school calendar and the State Expedited Waiver for three Staff Development Days and six Early Release Days. WHEREAS, the Board of Aldermen finds that the passage of this Resolution is in the best interest of the Academy. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF WESTLAKE ACADEMY: SECTION 1. That the Board of Directors of Westlake Academy hereby adopts the 2006-07 Proposed School Calendar and State Waiver Request. SECTION 2. BACKGROUND The Academy had the first Consultation Visit from the IBO/MYP in January and we have recently received the report. The purpose of a Consultancy visit is to provide a blueprint for future improvement. Westlake Academy received a high number of commendations for a future visit. The CEO, MYP Coordinator and the Head of School have begun addressing the recommendations of the Consultant which will be forthcoming. The First Progress Report should be sent by the 17th of February, the Second Progress Report by the end of March and Application, Part B, needed before Authorization, will be submitted before June 1St BUDGET IMPACT None WESTLAKE ACADEMY RESOLUTION NO. 06-03 A RESOLUTION OF THE BOARD OF DIRECTORS OF WESTLAKE ACADEMY ACCEPTING THE MYP CONSULTATION VISIT REPORT WHEREAS, the Westlake Academy Board of Directors accepts the report from the MYP Consultation Visit; and WHEREAS, the Westlake Academy Board of Directors find that the passage of this Resolution is in the best interest of the Academy. Stanton Lowry, Attorney WESTLAKE ACADEMY MEMO TO: Board of Directors, Westlake Academy FROM: Trent Petty, CEO Barbara Brizuela, Head of School SUBJECT: Regular Meeting of February 13, 2006 DATE: February 9, 2006 ITEM Consider a Resolution to authorize the addition of the Special Services: Homebound Students policy to the 2005-2006 Parent -Student Handbook RECOMMENDATIONS j 41D Staff recommends approval. BACKGROUND The Academy wishes to have the right to name its own tutors if a student is in the hospital or is homebound for an expected period of four or more weeks on the advice of a qualified physician. Given the unique quality of our academic program, the Academy is convinced that being able to name its own tutor who is familiar with the program of studies at the Academy will facilitate the student's ability to keep abreast with the work assigned during the homebound/hospital-stay period of time. TEA allows local educational agencies to count a Homebound student as being in attendance if that student is served by a certified teacher for the length of one hour per day that the student is out. Four hours of homebound service will constitute a full week of attendance. Staff recommends adding the new homebound policy to the 2005-2006 Parent -Student Handbook under the main category of Academics. It would be placed immediately after the Homework Policy sub -category on pages 31-32. The policy will read as stated: Special Services: In the event -that a Westlake Academy student is expected to be confined for a minimum of four consecutive weeks as documented by a licensed physician, Westlake Academy may provide Homebound instruction. This arrangement/setting is for providing special or general education to students who are served at home or hospital bedside and may also be provided to chronically ill students who are expected to be conf ned for any period of time totaling at least four weeks throughout the school year. Westlake Academy may name a qualified teacher as a tutor who will, in accordance with stipulated TEA procedures, act as a liaison with the student's regular classroom teacher/s to provide necessary information and instruction for the student to continue with the regular Westlake Academy program of study. In this. case, and with the aid of posted assignments on the school website, the tutor will aid the Homebound student in any way that will aid said student to understand, complete and return assignments. In accordance with TEA standards, each hour of Homebound instruction will equal one day of regular school attendance and four hours will equal one week's attendance. The Academy will be responsible for reporting this on its PEIMS attendance and the student will be counted as present. BUDGET IMPACT In accordance with the TEA requirements this procedure will allow Westlake Academy to collect the ADA for the homebound student which amounts to approximately $28.00 per week. Westlake Academy will pay the assigned Homebound teacher at the rate of '/2 day of substitute pay ($40.00) for 5 hours of service which would cost the Academy $12 per week for a minimum of four weeks. This cost will be expensed from the substitute teacher fund. WESTLAKE ACADEMY RESOLUTION NO. 06-04 A RESOLUTION OF THE BOARD OF DIRECTORS OF WESTLAKE ACADEMY, AUTHORIZING THE ADDITION OF THE HOMEBOUND STUDENT POLICY TO THE 2005-2006 PARENT -STUDENT HANDBOOK WHEREAS, the Westlake Academy Board of Directors authorizes the addition of the Special Services, Homebound Student policy to the 2005-2006 Parent -Student Handbook. WHEREAS, the Westlake Academy Board of Directors find that the passage of this Resolution is in the best interest of the Academy. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF WESTLAKE ACADEMY: SECTION l: That the Board of Directors of Westlake Academy hereby authorizes the addition of the new policy on Special Services: Homebound Students to the 2005-2006 Parent - Student Handbook, attached as Exhibit A. MINUTES OF THE WESTLAKE ACADEMY SCHOOL BOARD MEETING JANUARY 239 2006 PRESENT: President Bradley and Board Members Bill Frey, Fred Held, Don Redding, and Larry Sparrow ABSENT: Board Member Buddy Brown OTHERS PRESENT: Head of School Barbara Brizuela, Secretary Jean Dwinnell, Head of School Assistant Darcy McFarlane, Finance Director Debbie Piper, Director of Marketing and Public Affairs Carolyn Sims, and Facilities and Recreation Director Troy Meyer 1. CALL TO ORDER. President Bradley called the meeting to order at 6:00 p.m. 2. EXECUTIVE SESSION. The Board convened into executive session at 6:02 p.m., as President Bradley read the item to be discussed. The Board reconvened into regular session at 7:17 p.m. 3. MYP Science Teacher Ms. Billings explained the Winston Science competition and advised that there were over 16,000 participants. Students Cory Timmerman, Casey, Timmerman, Riley Rennhack, Khalil Pallai, and Tyler Springer spoke regarding their involvement in the competition, the help and guidance received from Ms. Billings, and the awards they received. 4. CONSIDER A RESOLUTION AUTHORIZING THE CEO OF WESTLAKE ACADEMY TO ENTER INTO A CONTRACT WITH MILLS, INC., TO PROVIDE SCHOOL UNIFORMS FOR THE STUDENTS AT WESTLAKE ACADEMY. Head of School Barbara Brizuela explained the proposed Resolution and contract and advised that several different proposals had been studied. She further advised that the uniforms being offered by Mills, Inc., are of high quality and are durable. She added that Mills, Inc., offers some shopping on site and a profit sharing plan. Ms. Brizuela recommended approval of the contract with Mills, Inc. There were representatives present from Mills, Inc., who spoke about the quality and the fabrics and shared samples of their uniforms. Discussion ensued regarding the prices offered by Mills, Inc., compared to the current contract. Mr. Redding moved, Mr. Held seconded the motion to approve Resolution No. 06-01, authorizing the CEO of Westlake Academy to enter into a contract withMills, Inc., to provide school uniforms for the students at Westlake Academy. There was no further discussion and President Bradley declared the motion carried unanimously. 5. CONSENT AGENDA: All items listed below are considered routine by the Board and will be enacted with one motion. Mr. Frey moved, Mr. Sparrow seconded the motion to approve the consent agenda as presented. There was no discussion and President Bradley declared the motion carried unanimously. 6. ADJOURNMENT. Mr. Redding moved, Mr. Held seconded the motion to adjourn.
